Description
The Stormwater Specialist helps protect the county’s waterways and communities by ensuring stormwater systems are properly installed, maintained, and operating in compliance with local, state, and federal regulations. This position conducts field inspections of post construction public and private stormwater infrastructure, investigates potential violations such as illicit discharges and unpermitted work, and responds to community concerns related to stormwater and floodplain activities. The Stormwater Specialist also serves as a resource to property owners, contractors, and the public by providing guidance on stormwater regulations, permit requirements, and best practices related to the County’s Municipal Separate Storm Sewer System (MS4) program.
Schedule
This position operates on our four-day work week (Monday-Thursday). This position is hybrid, with remote work and in-office work as needed.
NOTE: This position is funded by a grant through December 31, 2026.
The program has received consistent funding and renewal is anticipated, however, continued employment beyond 2026 is contingent upon County budget approvals.
Compensation
Hiring Range: $29.00 - $36.00 USD Hourly
Compensation will be determined based on education, experience and skills.

Essential Duties
- Plans and conducts post construction inspections of privately and publicly owned and maintained stormwater control measures, including extended detention basins, sand filter basins and mountain porous landscape detention features.
- Evaluates stormwater system performance to ensure compliance with local, state, and federal regulations, statutes, ordinances, permits and engineering standards.
- Identifies maintenance needs or corrective action, provides notice to property owner as needed, and follows up to ensure resolution.
- Reads and understands plans associated with land development and permanent water quality control measures.
- Inspects stormwater control measures to ensure they are operating as designed and approved.
- Provides information and technical assistance; collects and analyzes data from the County’s GIS system, land use database and/or Cartegraph to provide information regarding maintenance standards and corrective measures to property owners, contractors, and others.
- Maintains records of inspections and reports in the County’s database.
- Coordinates with Transportation & Engineering, Road & Bridge, Planning and Zoning and other County Departments/Divisions to provide documentation for compliance actions as needed.
- Performs other duties as assigned.

Minimum Qualifications
- Education: Bachelor’s degree in Geology, Biology, Chemistry, Environmental Science, Water Resources, Engineering or a related field.
- Certifications/Licenses: Must obtain Stormwater Certification within one year of date of hire.
- Experience: Two (2) years of experience
- Note: An equivalent combination of education and experience is acceptable.
- Advanced skills in Microsoft Office
- Familiarity with database management
- Familiarity with Cartegraph/OpenGov
- Familiarity with Esri
- Familiarity with stormwater management
- Ability to explain technical processes to a variety of audiences
- Excitement to learn new processes and discovering data in the field
- Experience with land use and planning regulations and processes
- Passion for working outdoors in the Rocky Mountain Front Range
- Willingness to collaborate with a variety of departments with differing goals and needs

- A valid Colorado driver’s license is required for positions that drive on County Business in either a county or personal vehicle shall have a Colorado Driver’s license within 30-days of hire .
