The Convenience Center Operator I performs operational and customer service duties at County convenience centers that receive residential refuse and recyclable materials. This position assists residents with proper waste disposal, ensures materials are placed in the correct containers, maintains site cleanliness, and collects applicable disposal fees. The Convenience Center Operator I serves as the primary point of contact for residents using the facility and ensures compliance with County recycling and waste disposal policies.

There are three levels of Convenience Center Operator, distinguished by the level of work performed and the employee's qualifications.

Convenience Center Operator I: $37,479 - $57,752/ year
Convenience Center Operator II: $40,022 - $61,823/ year

Convenience Center Operator III: $42,758 - $66,196

Responsibilities - Convenience Center Operator I

Customer Service and Communication
  • Provides customer service to residents using the convenience center and explains disposal and recycling requirements.
  • Assists residents with questions regarding recycling guidelines and acceptable materials.
Record Keeping and Financial Accountability
  • Collects disposal fees using approved payment methods and determines appropriate charges based on load size.
  • Maintains daily records of the number of residents using the center and the amount of convenience center coupons collected.

Equipment Operation and Maintenance

  • Assists with the Curbside Recycling program cart movement process.
  • Operates compactor and baler.
  • Ensures equipment is operable and reports any hazards or repairs promptly.
Work Standards
  • Cleans and maintains the convenience center site, including sweeping, collecting litter, and removing refuse left outside containers.
Safety and Compliance
  • Performs routine safety checks of work areas and reports unsafe conditions to supervisors.
  • Maintains compliance with County safety policies and operational procedures.
  • Monitors incoming materials to ensure proper separation of trash and recyclable items.
  • Performs other duties as assigned.
Required Qualifications and Skills - Convenience Center Operator I
  • High school diploma or GED.
  • Two years working in waste management, public works, or recycling operations preferred.
  • Possess a valid Virginia driver’s license and have an acceptable driving record based on James City County’s criteria.
  • Ability to courteously and effectively communicate with the public, including enforcing regulations.
  • Ability to follow instructions and work independently.
  • Strong attention to safety and operational procedures.
Required Qualifications and Skills - Convenience Operator II
  • High school diploma or GED.
  • Two years of experience in waste management, public works, or recycling operations.
  • Completion of heavy equipment certification training through combined training with other County departments.
  • Must maintain a valid Class B Commercial Driver’s License (CDL).
  • Minimum of 40 hours of on-the-job training to safely and proficiently operate, identify, and repair minor mechanical issues, and
perform routine maintenance on solid waste equipment, pay loader, and excavator.
  • Experience operating loaders, excavators, roll-off trucks, or similar equipment preferred.
  • Mechanical aptitude for minor equipment maintenance and troubleshooting.
  • Strong situational awareness and commitment to workplace safety.
  • Ability to manage multiple tasks in an active outdoor work environment.
  • Leadership and training abilities preferred.
  • Strong ability to communicate effectively with coworkers and the public.
Required Qualifications and Skills - Convenience Center Operator III
  • High school diploma or GED.
  • Four years of experience in waste management, public works, or recycling operations.
  • Two years of experience with routing software or work order management systems.
  • Completion of the Collection Operations Basics Course through the Solid Waste Association of North America (SWANA).
  • Must maintain a valid Class B Commercial Driver’s License (CDL).
  • Successful completion of all Attendant II training and certification requirements.
  • Technical proficiency with routing and work order systems.
  • Must possess leadership and mentoring capabilities.
  • Strong problem-solving and organizational skills.
  • High level of customer service and communication skills.
