COMPANY BACKGROUND:

The Iowa Primary Care Association (Iowa PCA) has supported Iowa’s community health centers since 1988 to expand access to affordable, high quality, integrated care. The Iowa PCA, along with our sister companies INConcertCare (INCC) and IowaHealth (IH ), provides training, technical assistance, and shared services opportunities in quality improvement, value-based care, health information technology, and other areas. We have expanded our services through a new partnership with the Iowa Department of Health and Human Services to serve as the new statewide Behavioral Health Administrative Service Organization (BH-ASO), providing an opportunity to expand our efforts and connection to the broader behavioral health safety net.


PURPOSE OF POSITION

The Senior Development Consultant will lead and support grant development and broader revenue diversification efforts for the Iowa Primary Care Association (Iowa PCA), its member health centers, and to advance the work of the behavioral health safety net. This role is responsible for sourcing and pursuing grant opportunities and other diversified revenue streams; managing a standardized, collaborative Revenue Diversification Program and its associated workflows; and providing strategic and hands-on support to health center development and fundraising staff.

Reporting to the Chief Strategy Officer, this is a senior individual contributor role with no direct reports but plays a critical role in coordinating and influencing organization wide revenue diversification efforts. The position requires strong writing and analytical skills, the ability to manage complex, multi‑stakeholder processes, and deep familiarity with philanthropic, governmental, and values aligned funding sources relevant to health centers and safety net providers.


ESSENTIAL DUTIES AND RESPONSIBILITIES

Grant Sourcing, Strategy, and Application Development

  • Identify, research, and assess public and private grant opportunities, contracts, sponsorships, and other funding mechanisms aligned with Iowa PCA, member health center, and behavioral health safety net priorities.
  • Proactively track and maintain a pipeline of funding opportunities, including federal, state, foundation, corporate, and other funders.
  • Lead or support the development of competitive grant applications, including concept development, narrative writing, budgets (in coordination with finance), work plans, timelines, and supporting documentation.
  • Coordinate internal subject matter experts and external partners to ensure timely, high-quality submissions.
  • Support post award activities, including ensuring the transition to the internal operations team is effective and aligns with organizational values, systems, and processes.

Revenue Diversification Program Management

  • Manage Iowa PCA’s standardized, collaborative Revenue Diversification Program, including tools, templates, timelines, and internal workflows.
  • Establish and maintain clear processes for intake, prioritization, approval, development, and submission of funding opportunities.
  • Serve as a central point of coordination and prioritize collaboration across internal teams to ensure alignment and efficiency.
  • Develop and maintain shared resources (e.g., boilerplate language, key organizational data and outcomes, funder profiles) to streamline development efforts.
  • Track outcomes, performance metrics, and return on investment for revenue diversification activities and prepare summary updates for leadership.

Health Center Development & Fundraising Support

  • Support shared services exploration and execution in partnership with other business units.
  • Provide technical assistance and strategic support to member health center development and fundraising staff through regular peer calls and/or newsletters.
  • Assist with grant prospecting, proposal review and editing, and alignment of health center proposals with funder priorities.
  • Develop and deliver tools, templates, guidance, and learning opportunities to strengthen health center fundraising capacity.
  • Facilitate collaboration among health centers for joint or coordinated funding opportunities when appropriate.
  • Serve as a trusted thought partner on funding strategy, partnerships, and sustainability planning.

Partnership & External Engagement

  • Build and maintain relationships with foundations, funders, philanthropic partners, and intermediary organizations.
  • Represent Iowa PCA in development related meetings, learning communities, and funder convenings as appropriate.
  • Support collaborative funding strategies with state agencies, national partners, and peer associations.


QUALIFICATIONS

Education and/or Experience

  • Bachelor’s degree required; advanced degree in public health, public administration, nonprofit management, or a related field preferred.
  • Minimum of 5–7 years of experience in grant development, fundraising, or revenue strategy in a nonprofit, association, or healthcare related setting.

Required Skills

  • Demonstrated success securing grants and other funding from a range of sources.
  • Experience working with health centers, safety net providers, or statewide associations strongly preferred.
  • Proficiency with common productivity tools (e.g., Microsoft product suite, Asana); experience with grant souring and tracking systems a plus.
  • Strong facilitation, communication, and system-thinking skills.


TELECOMMUTING AND TRAVEL:

This position is required to be on-site at least two days per work week. Some travel to community health centers and partners is required via vehicle or to conferences via air travel.
