The Iowa Primary Care Association (Iowa PCA) has supported Iowa’s community health centers for over 36 years to expand access to affordable, high quality, integrated care. The Iowa PCA, along with our sister companies INConcertCare (INCC) and IowaHealth (IH ), provides training, technical assistance, and shared services opportunities in quality improvement, value-based care, health information technology, and other areas. We are now expanding our services through a new partnership with Iowa Health and Human Services to serve as the new statewide Behavioral Health Administrative Service Organization (BH-ASO). It’s an exciting opportunity to expand our efforts and connection to the broader behavioral health safety net.
PURPOSE OF POSITION
The Learning & Development Consultant creates engaging, evidence-based training and technical assistance curricula and resources for a diverse network of health care and behavioral health providers, in collaboration with organizational subject matter experts. This position focuses on designing, developing, and refining adult learning curricula that support clinical, operational, and quality improvement initiatives across the organization. The Consultant applies adult learning principles, instructional design best practices, and health care expertise to ensure content is engaging, accessible, and actionable. Reporting to the Lead Quality Consultant, the Learning & Development Consultant collaborates closely with subject matter experts (SMEs), project leads, and other training and technical assistance consultants to deliver training solutions that support capacity building, innovation, and organizational excellence.
ESSENTIAL DUTIES AND RESPONSIBILITIES

1. Curriculum Development and Instructional Design
- Design and develop adult learning curricula for in-person, virtual, and hybrid delivery formats.
- Apply instructional design principles to create engaging learning activities, technical assistance materials, toolkits, case studies, e-learning modules, and resource guides tailored to the health care and behavioral health workforce.
- Manage and optimize the Learning Management System (LMS) to support scalable access to trainings, monitor user engagement, and track completion and competency.
- Develop structured learning pathways aligned with technical assistance (TTA) priorities, quality improvement initiatives, and regulatory or compliance requirements.
- Collaborate with clinical, operational, behavioral health, and quality subject matter experts to ensure content accuracy, relevance, and alignment with evolving field standards.
- Translate complex concepts and evidence-based practices into digestible, learner-centered materials that promote practical application.
2. Training and Technical Assistance Delivery
- Support the delivery of live trainings (both virtual and in-person) including preparation of presentation materials, participant guides, and follow-up resources.
- Conduct “train-the-trainer” sessions to build capacity within organizations and provider networks.
- Incorporate interactive methods (polls, case discussions, small group activities) into trainings to maximize learner engagement and retention.
- Assess participant learning needs and adapt training methods and content accordingly.
3. Evaluation and Continuous Improvement
- Develop and implement learning assessments, surveys, and feedback tools to measure participant satisfaction, knowledge acquisition, and impact on practice.
- Analyze training evaluation data to recommend and implement curriculum improvements.
- Stay current with best practices in adult learning, health care delivery, and behavioral health system development.
4. Collaboration and Support
- Coordinate with project teams and leadership to align curriculum development activities with organizational priorities and initiatives.
- Support grant writing, reporting, and proposal development by contributing curriculum descriptions and training evaluation data as needed.
- Contribute to the creation of technical assistance plans and educational campaigns that support statewide health improvement efforts.
Qualifications
- Education:
- Bachelor’s degree in Education, Instructional Design, Public Health, Behavioral Health, Organizational Development, Healthcare Administration or a related field required. Master’s degree preferred.
- Certification in instructional design, e-learning development, or training facilitation (e.g., CPLP, APTD, ATD Master Trainer) preferred.
- Experience:
- At least five years of experience designing and developing adult learning curriculum, preferably within a health care, behavioral health or public health setting.
- Demonstrated expertise in instructional design methodologies, adult learning theory, and competency-based education.
- Experience developing and delivering curriculum across a variety of formats (synchronous, asynchronous, blended learning).
- Familiarity with health care delivery models, behavioral health services, integrated care, and value-based care frameworks, preferred.
- Skills:
- Skilled in project management, including the ability to manage multiple projects simultaneously and meet deadlines.
- Proficiency with e-learning authoring tools and learning management systems.
- Strong written and verbal communication, including experience presenting and translating data to diverse audiences.
- Excellent analytical and problem-solving skills.
- Proficiency with data systems and analytics tools (e.g., Microsoft Teams, SharePoint, Excel, PowerPoint).
- Self-motivated, results-oriented, and skilled in prioritizing multiple initiatives.
- Bilingual or multilingual abilities are a plus.
Work Environment and Travel
- On-site work required at least two days per week, with travel across Iowa to support district operations and attend conferences or meetings.
