The Iowa Primary Care Association (Iowa PCA) has supported Iowa’s community health centers for over 36 years to expand access to affordable, high quality, integrated care. The Iowa PCA, along with our sister companies INConcertCare (INCC) and IowaHealth (IH ), provides training, technical assistance, and shared services opportunities in quality improvement, value-based care, health information technology, and other areas. We are now expanding our services through a new partnership with Iowa Health and Human Services to serve as the new statewide Behavioral Health Administrative Service Organization (BH-ASO). It’s an exciting opportunity to expand our efforts and connection to the broader behavioral health safety net.


Purpose of the Position

The Quality Consultant is responsible for supporting the design, implementation, and evaluation of quality improvement and workforce development strategies across Iowa’s behavioral health system. This role emphasizes data-driven quality improvement efforts while also providing targeted training and technical assistance (T/TA) to providers and internal teams. Reporting directly to the Lead Quality Consultant, the Quality Consultant works collaboratively with providers, internal teams, and external stakeholders to analyze performance data, identify trends, and support continuous improvement across the service delivery system. This position plays a critical role in helping the organization achieve excellence and meet contractual and regulatory requirements with focus on improving access and outcomes for behavioral health services across Iowa.


Essential Duties and Responsibilities

The following duties outline key responsibilities for the Quality and Training Consultant position. Additional duties may be assigned as required.

1. Quality Improvement and Performance Evaluation

  • Collect, validate, analyze and interpret data including service utilization data, client outcomes, provider performance metrics, and feedback from individuals receiving care to develop targeted quality improvement activities designed to address specific challenges or gaps in service delivery such as reducing wait times for services, increasing access to specialized care, or improving care coordination.
  • Collaborate with internal teams to design quality dashboards, scorecards, metrics and outcomes reports for providers, partners, and other internal and external stakeholders.
  • Facilitate performance review meetings and provider engagement focused on continuous quality improvement (CQI) and corrective actions.
  • Identify performance gaps and lead improvement initiatives using root cause analysis, PDSA cycles, or other quality methodologies.
  • Collaborate with teams to develop and track key performance indicators (KPIs) that align with BH-ASO objectives and national standards.
  • Lead learning collaboratives and peer forums aimed at improving system-wide outcomes, service coordination, and access to care.

2. Training and Technical Assistance (T/TA)

  • Design and deliver live, virtual, and asynchronous training for behavioral health providers on quality standards, documentation, compliance, clinical best practices, and system navigation.
  • Customize educational materials, toolkits, tip sheets, and e-learning modules to meet provider and organizational needs.
  • Evaluate the effectiveness of training using feedback tools, outcome data, and follow-up consultation.
  • Provide implementation support to providers working on QI initiatives, including change management, workflow redesign, and evidence-based practice adoption.

3. Compliance and Standards Alignment

  • Ensure all quality and training activities align with state regulatory expectations, Medicaid guidelines, and accreditation standards (e.g., NCQA, CARF, Joint Commission).
  • Support contract deliverables and prepare performance summaries and reports for oversight agencies and internal leadership.
  • Participate in the development and monitoring of corrective action plans as needed to address compliance or quality concerns.

4. Cross-System Collaboration & Engagement

  • Serve as a liaison with providers, community organizations, state partners, and other stakeholders to align efforts and share best practices.
  • Coordinate system-level initiatives and share learning across districts to promote consistent, high-quality care statewide.
  • Support rapid-response technical assistance and communication in times of crisis, public health emergencies, or behavioral health events.


Qualifications

  • Education: Bachelor’s degree in Public Health, Social Work, Psychology, Health Informatics, or a related field required. Master’s degree preferred.
  • Experience:
  • At least three years of experience in healthcare or behavioral health quality improvement, training or data analytics.
  • Experience working in behavioral health settings or with state agencies or managed care organizations preferred.
  • Familiarity with Medicaid, NCQA, or Joint Commission quality standards.
  • Skills:
  • Demonstrated expertise in quality improvement methodologies (e.g., DMAIC, PDSA).
  • Experience with data analysis tools (e.g., Tableau, Power BI, or similar) and related proficiency in developing reports, dashboards and presentations.
  • Strong written and verbal communication, including experience facilitating and presenting to diverse audiences.
  • Ability to translate technical or regulatory information into accessible, actionable content.
  • Proficiency with data systems and analytics tools (e.g., Microsoft Teams, SharePoint, Excel, PowerPoint).
  • Self-motivated, results-oriented, and skilled in prioritizing multiple initiatives.


Work Environment and Travel

  • On-site work required at least two days per week, with travel across Iowa to support district operations and attend conferences or meetings.


Supervisory Responsibilities

This position has no supervisory responsibilities.

Salary : $75,000 - $80,000
