Intermediate District 287 is looking for a Facilities Operations Manager!

 

Intermediate District 287 serves students in grades K-12, as well as transition age students (18-22 years old), from our 12 member districts in the west metro area. Our district offers a wide range of services and specialized programs, primarily focused on setting IV special education, that is designed to meet the diverse needs of our students. Position Details:
Location: Based out of the District Service Center in Plymouth, MN
Reports to: Senior Manager of Facilities and Operations
Start Date: July 1, 2026
Contracted days: 261 days
This position follows the Employment Guide for Administrators and Unaffiliated Employees
Salary: Minimum starting salary for Unaffiliated Managers is $79,000

Education and Experience Requirements

  • Completion of a two (2) year post-high school, vocational-technical program with course work in:  specialized training in building systems, automation, and maintenance management. 
  • Minimum 5–10 years of progressively responsible experience in facilities operations, maintenance, or building systems management
  • At least 5 years of supervisory experience leading custodial, maintenance, and/or grounds staff
  • Experience in a school district or public-sector environment strongly preferred
  • Demonstrated experience managing multiple facilities or large, multi-building campuses
  • Experience overseeing capital improvement projects, renovations, and emergency repairs
  • Proven experience managing vendors, contractors, and service agreements
  • Experience with budget development, monitoring, and cost control in an operational setting

Licensure Requirements

  • Possession of a valid Minnesota Engineer’s 1st Class C license or ability to acquire within one (1) year from the date of hire.
  • Incumbents in this class may be required to possess a current Minnesota Motor Vehicle Class D Operator License

Physical Requirements

  • A pre-employment physical examination is required.
  • Employees appointed to positions in this class must have adequate physical strength, stamina, physical agility and visual and auditory acuity and must maintain such physical fitness as to be able to perform the duties of the class. 
  • Incumbents in this class may be required to lift moderate to heavy weights and may be exposed to significant levels of dust, heat, noise, extreme weather conditions and risk of injury from equipment and assaultive and/or abusive students.

Essential Functions

The following identifies the primary and essential functions of the position and is not intended to be an exhaustive listing of all duties.

 

  • Directs day-to-day facilities operations for five District-owned sites, including maintenance, custodial services, contractor activities, building readiness, and operational continuity;
  • Works with a culturally diverse population and the navigates intercultural issues amongst staff with sensitivity and awareness and with a high level of cultural proficiency;
  • Schedules, deploys, and reassigns facilities staff across multiple sites based on workload demands, absences, emergencies, and operational priorities;
  • Supervises assigned staff including hiring input, onboarding, training, scheduling, coaching, performance evaluations, corrective action, and professional development;
  • Collaborates with Facilities and Operations Senior Manager to assess district operational needs, facility priorities, staffing plans, capital projects, and resource allocation;
  • Oversees custodial operations and cleaning standards across assigned sites to ensure safe, clean, and welcoming environments;
  • Coordinates and oversees contractors, construction vendors, and service providers to ensure work quality, timelines, safety compliance, and minimal disruption to district operations;

Performs regular building inspections to assess cleanliness, safety, maintenance needs, operational readiness, and compliance with district standards;

  • Assist the Facilities and Operations Senior Manager in operating and maintain heating, ventilation, air conditioning/refrigeration (HVAC/R) systems and their apparatuses to maintain comfort of occupants and promote efficient energy use (e.g. boilers, pressure reducing stations, water heaters, building automation system (BAS) and variable air volume (VAV) systems chillers, air conditioning units, (A/C) and refrigeration units, cooling towers, compressors, pneumatic/direct digital controls (DDC), emergency generators, circulating pumps, fan units, and electrical systems);
  • Assist in troubleshooting the building automation system and makes recommendations for maintenance of building control systems;
  • Manages computerized maintenance management systems (CMMS), work order processes, and preventative maintenance programs to maximize facility reliability and efficiency;
  • Provides technical guidance, escalated troubleshooting support, and operational oversight for maintenance functions including electrical, plumbing, mechanical, structural, and equipment systems;
  • Assist in ensuring the proficient performance of BAS system and makes modifications to its operational parameters as appropriate;
  • Assist in training staff on technical manuals, specifications, reports, pneumatic and electrical schematics, and building blueprints; and reviews DDC systems/controls/alarms to determine proper operation;
  • Coordinates response to maintenance emergencies, utility disruptions, security hardware failures, weather events, and urgent operational issues; serves in an on-call leadership capacity as needed;
  • Manages supply and operational budgets, approves purchases, monitors expenditures, and recommends resource allocations;
  • Prepares and maintains operational reports, work order metrics, preventative maintenance records, compliance logs, fuel usage records, and related documentation;
  • Assists in the decision making for staff selection;
  • Exercises independent judgment in prioritizing repairs, allocating staff resources, adjusting operational plans, and maintaining continuity of district services;
