The Grant Consultant Principal - Federal Purchasing Compliance Lead serves as Company’s subject matter expert for all purchasing-related compliance requirements tied to federally funded grants and DOE Energy Dominance Financing (EDF) loans. This role provides oversight of key regulatory requirements, including the Cargo Preference Act (CPA), Build America, Buy America (BABA), and all applicable federal flowdown provisions.
Working in close partnership with the Procurement team, this position ensures that purchasing activities, contract language, vendor documentation, and compliance reporting consistently meet federal standards. The role is critical to maintaining Company’s eligibility for federal funding and ensuring audit-ready documentation across all federally supported projects.

Key Responsibilities
Purchasing Compliance Oversight
- Lead Company’s compliance program for federal purchasing requirements, including CPA, BABA, and federal flowdown clauses
- Monitor regulatory updates and adjust internal processes and documentation accordingly
- Serve as the primary point of contact for DOE and other federal agencies on purchasing compliance
- Collaborate with Procurement to embed compliance requirements into purchasing workflows
- Partner with Procurement to ensure vendor contracts include appropriate federal flowdowns, BABA requirements, and CPA provisions
- Provide compliance guidance during contract drafting, negotiation, and requisition development
- Review vendor documentation and certifications prior to contract execution
- Equip Procurement with templates, tools, and guidance for consistent compliance execution
- Oversee CPA compliance for DOE-funded projects, including vessel verification and documentation review
- Manage variance requests and coordinate with contractors and system administrators
- Lead implementation and management of cargo compliance tracking systems
- Ensure shipping-related purchasing aligns with CPA requirements
- Ensure collection, validation, and storage of BABA documentation (e.g., domestic content certifications, manufacturing details)
- Support Procurement and project teams in interpreting requirements and assessing vendor eligibility
- Track and manage BABA waivers and exceptions
- Integrate BABA requirements into sourcing decisions and contracts
- Maintain the library of applicable federal flowdown clauses
- Ensure consistent inclusion across vendor agreements and subcontracts
- Provide training and guidance on flowdown requirements
- Partner with Procurement to ensure proper execution across all purchasing activities
- Maintain complete, audit-ready compliance documentation
- Prepare compliance reports for leadership and federal stakeholders
- Support audits, inquiries, and reporting requirements
- Train internal teams and contractors on compliance requirements
- Serve as the primary resource for compliance-related questions and issue resolution
- Coordinate cross-functional workflows to ensure timely submissions
Required
- Bachelor’s degree in Business, Supply Chain, Project Management, Political Science, or related field (or equivalent experience)
- 7 years of experience in federal compliance, procurement, contract management, or grant/loan administration
- Working knowledge of CPA, BABA, and federal flowdown requirements
- Strong ability to interpret and apply complex federal regulations
- Excellent communication and relationship-building skills
- Experience with compliance tracking systems or procurement platforms
- Experience supporting DOE-funded infrastructure projects or federal grant/loan programs
- Familiarity with logistics, supply chain operations, or construction procurement
- Proven success implementing compliance systems or process improvements
- Highly organized and detail-oriented
- Strong accountability and follow-through
