The Program Manager leads the planning, execution, governance, reporting, stakeholder management, and delivery health of complex client programs. This role oversees multiple projects and workstreams, manages dependencies and risks, establishes delivery processes, supports financial accountability, and leads communication across client stakeholders, consultants, Account Managers, and internal leadership.

This role requires direct experience supporting natural gas pipeline and utility infrastructure programs, with an emphasis on gas construction drawings, construction and engineering records, reconciliation, asset management, and project closeout. The ideal candidate understands how engineering and construction information moves throughout the asset lifecycle and can lead multidisciplinary teams responsible for validating, reconciling, and maintaining accurate records of physical gas assets.

Key Responsibilities

Program & Delivery Leadership

  • Lead complex programs consisting of multiple projects, teams, and workstreams.
  • Establish program plans, milestones, dependencies, risks, governance, and performance measures.
  • Provide oversight and direction to Project Managers and delivery teams.
  • Identify cross-project dependencies, systemic risks, resource constraints, and escalation needs.
  • Establish consistent processes and delivery standards across the program.
  • Provide clear program-level reporting and executive communication.

Gas Pipeline & Construction Records

  • Lead programs supporting natural gas pipeline construction, engineering, records, and asset-management initiatives.
  • Manage work involving gas construction drawings, engineering documentation, construction records, and project closeout packages.
  • Lead large-scale drawing, work-order, and records-reconciliation initiatives.
  • Coordinate across engineering, construction, operations, records, GIS, and other stakeholders to resolve discrepancies and documentation gaps.
  • Establish processes for managing incomplete records, reconciliation queues, quality issues, and closeout requirements.
  • Maintain visibility into backlog health, throughput, quality, risks, and completion targets.

Asset Management

  • Lead programs focused on improving the accuracy, completeness, and reliability of utility asset information.
  • Understand the relationship between engineering design, construction, as-built records, GIS, operational records, and the ongoing management of physical assets.
  • Coordinate teams responsible for validating and reconciling asset information across drawings, construction documentation, records, and asset-management systems.
  • Establish governance and quality-control processes surrounding asset data and documentation.
  • Partner across engineering, construction, operations, GIS, records, and technology functions to improve asset information.
  • Support asset-record modernization, data-quality, records-remediation, and lifecycle asset-management initiatives.

Required Qualifications

  • Approximately 7 years of project or program management experience, preferably within utilities, energy, engineering, construction, or infrastructure.
  • Demonstrated experience leading natural gas pipeline or gas utility programs.
  • Strong understanding of gas construction drawings, engineering and construction records, reconciliation, and project closeout.
  • Experience with asset management and asset-record initiatives, including the validation, reconciliation, or improvement of physical asset information.
  • Experience overseeing multiple projects, workstreams, or delivery teams simultaneously.
  • Ability to lead multidisciplinary teams spanning engineering, construction, operations, records, GIS, and technology.
  • Strong program governance, project controls, risk management, financial management, and executive reporting capabilities.
  • Proven client and senior stakeholder-management experience.

Preferred Qualifications

  • PMP certification.
  • Experience operating within, standing up, or maturing a PMO.
  • Experience establishing PMO governance, reporting, project controls, KPIs, and operating cadences.
  • Experience with gas distribution and/or transmission pipeline infrastructure.
  • Experience leading large-scale construction-record or work-order reconciliation programs.
  • Experience with asset management, GIS, engineering records, document management, or asset-data-quality initiatives.
  • Experience leading records-remediation or asset-data-modernization efforts.
