Innovative Technologies Corporation (ITC) is seeking a Managing Editor to support a proposal for the Federal Highway Administration (FHWA) research communications and publications program. This position aligns with the Government's Publications Specialist Level 2 - Magazine Editor labor category.
Work may be performed from the FHWA office in McLean, Virginia, a Washington, DC office, or another designated office, depending on Government requirements.
The Managing Editor will oversee the complete lifecycle and editorial quality of a quarterly agency magazine. This senior-level position combines recurring publication-cycle management, high-level editorial services, stakeholder coordination, version control, Federal publishing compliance, and logistical oversight from initial content intake through final distribution.
Clearance and Suitability
None. This is an unclassified position. The selected candidate must be able to successfully complete any required USDOT suitability processing and obtain a Government-issued Personal Identity Verification (PIV) credential if required for facility or system access.
Required Qualifications
- Bachelor's degree in Communications, English, Journalism, or a closely related field.
- At least 7 years of progressively responsible experience in editorial and publication management.
- Proven experience overseeing production of a periodical, magazine, journal, newsletter, or comparable recurring publication.
- Experience establishing production schedules and managing recurring publication cycles.
- Advanced proficiency in substantive editing, copyediting, and proofreading.
- Experience managing complex approval workflows, version control, and quality assurance.
- Working knowledge of the GPO Style Manual, Chicago Manual of Style, Section 508 accessibility, and Federal publishing standards.
Desired Qualifications
- Master's degree or an equivalent advanced professional certification.
- Experience with a technical or specialty publication, such as a transportation, engineering, scientific, or research journal.
- Federal publication or Government communications experience.
- Experience coordinating among authors, technical reviewers, legal counsel, editors, designers, and production teams.
Key Responsibilities
- Oversee the complete lifecycle of a quarterly magazine from content intake through final distribution.

- Ensure articles and final magazine products comply with the GPO Style Manual, Chicago Manual of Style, Section 508 requirements, and Federal publishing standards.
- Manage distribution, formatting specifications, and logistical requirements for professional release.

Compensation and Benefits
The salary range for this contingent-hire position is $88,000-$96,000, based on qualifications and experience. ITC offers medical, dental, and vision benefits; 10 days of paid time off; 7 days of sick leave; and other available company benefits.
This is a contingent position for a proposal ITC is bidding on. ITC anticipates contract award before January 1, 2027. Published July 30, 2026. Additional information will be provided during the interview process.
