IT Change Manager
We are seeking an experienced IT Change Manager to lead the people side of a high-impact tax modernization transformation. This role is ideal for a professional who thrives at the intersection of technology, communication, and organizational development.
Key Responsibilities
The IT Change Manager will serve as a trusted advisor and strategic partner, responsible for building readiness, driving adoption, and ensuring the successful implementation of new technology systems and processes. Duties include, but are not limited to:
• Lead Change Management Strategy
o Develop, manage, and execute a comprehensive change management plan aligned with project objectives, timelines, and resources.
o Develop and apply stakeholder assessments and surveys to track adoption progress, measure effectiveness of change activities, and adjust plans as needed.
o Ensure initiatives are delivered on time, within scope, and effectively adopted by end users.
• Drive Communication and Engagement
o Conduct analysis to understand stakeholder needs and readiness for change.
o Develop and deliver clear, accessible communication strategies and materials to support awareness and understanding of the project.
o Serve as the primary point of contact for change-related communications across agencies.
• Develop and Deliver Training
o Design and implement training strategies and learning plans to build end user confidence and skills.
o Create training resources, job aids, and guidance tailored to diverse audiences.
• Foster Collaboration and Relationships
o Build strong, credible relationships with stakeholders, project teams, and leadership.
o Serve as a trusted advisor to leaders navigating organizational change.
o Partner closely with the Project Management Office (PMO) and technical teams to ensure alignment.
• Champion Best Practices
o Guide stakeholders in adopting leading change management approaches for cloud-based and enterprise system implementations.
o Identify and recommend improvements to change management processes and practices.
• Contribute to a Culture of Learning
o Participate as an engaged team member, sharing insights, supporting colleagues, and contributing to organizational change management maturity.
Qualifications
• Proven experience leading organizational change management in technology-driven transformation initiatives, preferably within large public sector or enterprise environments.
• Strong skills in stakeholder engagement, communication planning, and facilitation.
• Familiarity with structured change management methodologies (e.g., Prosci, Kotter, ADKAR).
• Ability to translate complex technical concepts into accessible messages and training for non-technical audiences.
• Experience supporting large-scale enterprise system implementations, ideally in cloud-based environments.
• Exceptional interpersonal skills with the ability to influence, coach, and build trust at all organizational levels.
Minimum Requirements
- Bachelor's degree in Business Administration, Public Administration, Management, or a related field.
- 6 years of Organizational Change Management experience.
- Experience leading enterprise change management initiatives.
- Familiarity with HR business processes and information systems.
- Prosci, SHRM, or equivalent certification preferred.
- Experience with Learning Management Systems (LMS) and Articulate or similar training tools.
- Experience coaching project managers and delivering presentations.
