About the Role
We’re hiring a Proposal Manager to help us scale our government and healthcare business development efforts. Your mission will be to own and execute all proposal activity post‑solicitation by using your expertise, Impruvon knowledge, and our custom AI tools, while coordinating closely with internal stakeholders across growth, operations, and leadership, including our Executive Team, to finalize and submit.
We’re looking for someone experienced in proposal monitoring, drafting, and follow-up who is open to using modern tools like generative AI and automation to achieve mutual objectives. Proposal drafting shall be infused with deep, targeted research into the opportunity, historical vendors, buying entity, and the operational problems the solicitation is intended to solve. The optimal candidate will be highly organized and driven to independently produce standout proposals efficiently. You’ll own the solicitation calendar (RFI, RFQ, RFP, etc.), manage inputs from stakeholders, and develop a repeatable, AI-enabled and automation-supported workflow to meet our goal of high-quality submissions per month.
Key Responsibilities
- Own the full lifecycle of proposals: intake, writing, review coordination, and pre-submission
- Utilize knowledge of existing contract vehicles and unique funding alternatives for proposals of interest
- Use internal AI tools and custom GPT agents to generate proposal content
- Assess existing partners (primes, subs, etc.) and evaluate probability to increase or decrease proposal win potential to optimize our team per proposal
- Diligently review AI output to ensure it is accurate and aligned with the proposal
- Tailor responses to government and healthcare solicitations, including RFIs, RFQs, and RFPs (federal, state, and county)
- Interpret and respond to a wide range of solicitation types, including RFIs, RFQs, and RFPs, ensuring each aligns with Impruvon’s capabilities, compliance requirements, and care delivery expertise
- Proactively monitor federal, state, and local procurement portals and databases to identify and surface newly released RFI, RFQ, and RFP opportunities for internal review
- Maintain and expand a content library for reuse across opportunities
- Coordinate internal reviews with execs (Justin, Chad, Brit) before final submission
- Track solicitation deadlines, eligibility requirements, and submission status
- Ensure proposal compliance, formatting, and clarity under tight timelines
- Support pipeline visibility through post‑release opportunity tracking and reporting (pre‑RFP strategy handled by the enterprise team).
- 3–4 proposals submitted per month
- 90% proposal drafts completed without executive edits
- At least 50% proposal win rate quarterly
- 99% submission success rate (on time, no documentation, formatting, etc. errors)
- Proposal content library accuracy and reusability
- Responsiveness to deadlines and turnaround time for new solicitations
Requirements
- 5–7 years of experience in proposal writing, RFP coordination, or capture management
- Demonstrated ability to work with AI tools (GPT, ChatGPT, Jasper, Notion AI, or similar)
- Demonstrated ability to manage the full proposal lifecycle, including:
- RFP schedules and deadlines
- Compliance matrices and formatting
- Color team reviews (e.g., pink, red, gold)
- Portal submissions using standard government or healthcare solicitation systems
- Strong project management and writing/editing skills
- Experience working on RFIs, RFQs, and RFPs in healthcare, technology, or the public sector
- Exceptional command of grammar, professional tone, and executive-level clarity in written responses
- Self-starter who thrives in a fast-paced, collaborative environment
- Startup-ready mindset with strong organizational skills, comfort with ambiguity, and a proactive approach to process improvement
- Exceptional attention to detail, formatting, compliance, and tone
- Experience in government contracting (local, state, or federal)
- Working knowledge of government procurement documents (SOW, PWS, SOO) and compliance formatting
- Familiarity with long-term care, IDD services, assisted living, or residential behavioral health, or healthcare technology
- Understanding of public procurement systems (Bonfire, GovWin, BidNet, etc.)
- Previous role as a Capture Manager or experience working closely with sales teams
- Experience coordinating with small business partners and regional integrators
- Light graphics or layout skills, including the ability to translate concepts into simple, clean visuals
