Position Overview

Serves as the Training and Technical Assistance Manager. Organizes, directs, and evaluates the Office’s training and technical assistance strategy and activities in support of Home Illinois’ vision. Designs and travels to deliver workshops, seminars, and training sessions for partners, such as Continuum of Care lead agency staff, homeless service providers and supportive housing providers, with a majority in Cook County. Develops and maintains strong understanding of industry best practices and/or concepts including the Built for Zero methodology, Quality Data, Coordinated Entry, Collective Impact model, and By-Name-Lists, harm reduction, low barrier and trauma-informed services, among other concepts. Serves as full-line supervisor. The Office to Prevent and End Homelessness (OPEH) is a statewide office which works across State agencies and is housed within DHS. OPEH’s mission is to coordinate State of Illinois agency strategies and investments and to partner with the community to build a strong safety net and permanent housing for Illinoisans facing homelessness and housing insecurity.

Essential Functions

  • Serves as the Training and Technical Assistance (TA) Manager. 
  • Designs and travels to deliver workshops, seminars, and training sessions for partners, such as Continuum of Care lead agency staff, homeless service providers and supportive housing providers, with a majority in Cook County.
  • Develops and maintains strong understanding of industry best practices and/or concepts including the Built for Zero methodology, Quality Data, Coordinated Entry, Collective Impact model, By-Name-Lists, harm reduction, low barrier and trauma-informed services, among other concepts.
  • Serves as full-line supervisor; assigns and reviews work; provides guidance and training to assigned staff; counsels staff regarding work performance; reassigns staff to meet day-to-day operating needs; establishes annual goals and objectives; approves time off; adjusts first level grievances; effectively recommends and imposes discipline, up to and including discharge; prepares and signs performance evaluations; determines and recommends staffing needs.
  • Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration.
  • Requires three (3) years of progressively responsible administrative experience in training and technical assistance related to housing or homelessness for a public, nonprofit or business organization.

Preferred Qualifications

  • Three (3) years of professional experience developing and delivering training and technical assistance directly related to homelessness or housing, including public speaking experience to a variety of audiences.
  • Three (3) years of professional experience designing and delivering support and interventions to community teams focused on strengthening and sustaining system-wide foundations in service of reducing and ending homelessness or similar goals.
  • Three (3) of professional experience utilizing quality improvement processes to analyze and measurably move complex systems toward their goals.
  • Three (3) years of professional experience utilizing homeless and housing systems best practices and concepts such as, the Built for Zero methodology, Quality Data, Coordinated Entry, the Collective Impact model, By-Name-Lists, housing first, harm reduction and low barrier and trauma-informed services.
  • Two (2) years of professional supervisory experience managing personnel, assigning work, providing guidance to subordinates, recommending and/or implementing counseling and/or discipline activities following collective bargaining agreements, training staff and approving time off.
  • Two (2) years of professional experience in homeless services, housing or homelessness advocacy, homeless-dedicated housing programs at a Continuum of Care lead agency, an agency that does dedicated technical assistance for such organizations or a similar field.

Conditions of Employment

  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
