Job Description

The Business Operations Specialist will be responsible for strategy and planning to align laboratory operations with the Materials and Fuels Complex (MFC) mission and goals. You will identify and prioritize improvement opportunities and create plans for implementation. You will develop complex forecasting models, budgets, resource allocation and plans for projects. You will utilize comprehensive knowledge of laboratory's internal operations to develop forward-looking focus for business.

This position is located at our Materials and Fuels Complex, which hosts the core of the U.S. nuclear research and development capabilities with a diverse array of facilities designed for remote work on highly irradiated fuels and materials. A new fuel idea can be designed, fabricated, tested, and analyzed at MFC to better understand the effects of irradiation. Many groups, such as universities, industry partners, other national laboratories, international research organizations, and other federal agencies are working at MFC.

Responsibilities

  • Apply business and project coordination principles that focus the division on the sustainment and growth of INL programs and other customers.
  • Apply company policies and procedures to determine appropriate action required to resolve a variety of issues associated with supporting day-to-day activities related to assigned programs and project management.
  • Work directly with program technical staff and interface directly with customers to create and enhance the products (technical papers, analysis tools, databases, web-based tools, etc.) that add value to multiple programs and projects. This includes leading technical tasks within technical area of expertise.
  • Support technical projects and apply analytical capabilities in support of area of expertise to include developing, writing, and presenting proposals for new work areas, researching human factors issues facing new and existing programs and providing strategies for resolution, creating program instruction guides, interviewing project partners to determine project focus areas.
  • Lead and coordinate logistics and content for significant reviews and deliverables.
  • Integrate a broad understanding of business and mission priorities and principles to optimally influence and achieve required outcomes of significant importance to the Directorate and Laboratory.
  • Conduct research, analysis, and coordinate implementation of systems and process improvement to ensure consistency, efficiency, and compliance across the Directorate.
  • Other duties as assigned.

Minimum Requirements

  • Level 4: Bachelor’s and 9 years of experience. Master’s and 6 years of experience. PhD and 4 years of experience.
  • Must have experience managing Idaho Facility Management Budget.
  • Must have experience interfacing with DOE HQ and other key stakeholders.
  • Must have experience with resource planning.
  • This position requires the ability to obtain and maintain a Department of Energy "L" clearance, which requires US Citizenship.

Preferred

  • Hold current PMP certificate.

Job Information

  • The pay range for this position is: Level 4 ($95,256 - $195,288). At Idaho National Laboratory compensation decisions are determined using factors such as education, relevant experience, and other credentials.
  • TDP: This is a testing designated position; you will be required to submit to a pre-employment drug screen and periodic drug testing throughout the term of your employment.

Physical Requirements

While performing the duties of this classification, the employee is frequently required to stand, walk, sit, stoop, kneel, bend, and work in an office environment. The job requires hand/finger dexterity to keyboard or type, handle materials, manipulate tools, and reach with hands and arms. The job requires the operation of office equipment. The employee must occasionally lift and/or move up to 35 pounds. Sufficient visual acuity and hearing capacity to perform the essential functions and interact with people is required.
