The Idaho Human Rights Commission and Idaho Department of Labor are seeking a highly analytical, detail-oriented candidate for a full-time Civil Rights Investigator position in the central office in Boise. This position is responsible for investigating complaints of discrimination under state and federal law, applying relevant legal standards, and supporting the enforcement of civil rights protections. The position works under the supervision of the Commission Administrator.
Primary Purpose
The Civil Rights Investigator is responsible for the intake, investigation, and analysis of discrimination complaints filed under the Idaho Human Rights Act and related federal laws. The position ensures timely, thorough, and impartial investigations; applies applicable statutes and legal guidance; and prepares investigative findings and recommendations to support agency decision-making.

Example of duties: Investigation of Civil Rights- Manage an assigned caseload by developing investigative plans, prioritizing cases, and ensuring timely completion in accordance with statutory requirements.
- Conduct impartial investigations by gathering evidence through interviews, document review, and data analysis.
- Maintain accurate, organized case files and apply relevant statutes, EEOC guidance, and legal standards to each case.
- Prepare detailed investigative reports summarizing findings and recommending determinations of probable cause or no probable cause.
- Collaborate with senior staff and legal counsel on complex cases and appropriate resolutions.
Informal Resolution of Public Accommodation Issues
- Review and respond to public accommodation concerns and work with involved parties to achieve voluntary compliance.
- Facilitate informal resolution when possible and prepare formal complaints if necessary.
Technical Assistance and Public Outreach
- Provide guidance to the public and stakeholders regarding civil rights laws and agency procedures.
- Conduct presentations and trainings as requested.
- Participate in outreach activities and perform additional duties in support of agency operations.

Good knowledge of:
- Research methods involved in the collection, analysis and organization of data. Typically gained by one year of work experience where collecting, analyzing and organizing data was a major function; or six months of work experience and 12 credits of related college-level coursework.
Experience:
- Writing concise legal, investigative or regulatory reports using appropriate grammar and punctuation. Typically gained by one year of work experience where writing concise legal, investigative or regulatory reports was a major function; or six months of work experience as described above AND 12 credits of college-level coursework in English composition, critical writing or related field.
- Conducting fact-finding interviews. Typically gained by one year of experience where conducting fact-finding interviews was a primary job responsibility.
- Compiling and analyzing statistical and technical data in written reports. Typically gained by one year of work experience where compiling and analyzing statistical and technical data in written reports was a major function; or six months of work experience and 12 credits of related college-level coursework.
- Interpreting and applying federal and state laws and regulations. Typically gained by one year of experience interpreting and applying federal and state regulations.
