Position Purpose:

The Administrator provides strategic direction, ensures compliance with federal and state regulations, manages a statewide workforce, and represents IDVR to stakeholders including community partners, employers, federal agencies, the Rehabilitation Services Council, the Governor’s Office, and Legislature The Administrator is responsible for building and sustaining a high-performing, mission-driven organization that delivers measurable outcomes for the people of Idaho consistent with federal and state law, and appropriations.


Job Responsibilities:

Strategic Planning and Direction:

    • Provide strategic oversight for the development and implementation of policies and plans to achieve established goals.
    • Lead the development of the agency’s long-term goals and priorities.
    • Monitor and direct adjustments to strategies in response to performance and changing conditions.

Operational Management:

    • Ensure the smooth functioning of the agency’s day-to-day operations, in coordination with the Strategic Leadership Team.
    • Review, assess and oversee the agency’s allocation of resources (budget, staff, equipment) to ensure efficiency and compliance with State and Federal requirements.
    • Provide oversight and guidance for project execution and ensure compliance with required timelines.

Staff Leadership and Development:

    • Hire, train, and evaluate all direct reports.
    • Drive initiatives that strengthen a positive organizational culture.
    • Advance staff development and provide leadership across agency departments.

Financial Oversight:

    • Oversee and direct decision making to support a balanced and compliant agency budget.
    • Ensure financial sustainability and compliance with State and Federal budget and purchasing requirements.
    • Provide oversight of financial planning, auditing, and State and Federal reporting.
    • Identify funding sources, grants, or partnerships to support the agency’s goals and ensure appropriate State appropriations to spend financial resources obtained.

External Relations and Advocacy:

    • Represent the agency and educate stakeholders such as legislature, federal partners, participants, community partners, vendors, and the public to support the mission and vision of the agency.
    • Build relationships with workforce and community partners to support the agency’s mission, vision, and goals at the state and national levels.
    • Advocate for policies, programs, or initiatives that align with the agency’s mission.

Compliance and Risk Management:

    • Ensure agency compliance with state and federal laws, regulations, and ethical standards in Vocational Rehabilitation.
    • Assess risks, identify solutions, and implement mitigation measures in collaboration with the Strategic Leadership Team.

Evaluation and Reporting:

    • Monitor the progress and impact of agency policies, procedures, programs, and services.
    • Develop and provide reports for stakeholders.
    • Analyze data and feedback to set the strategic direction in alignment with the agency strategic plan and the state.


Minimum Qualifications:

    • Experience in business process analysis, operational decision-making and communication with the public, providers, legislators, administrators, community partners and others.
    • Experience managing compliance with federal and state laws pertaining to the delivery of services.
    • Experience in a strategic leadership role, which included supervision of professional staff (such as department head, senior manager, or deputy director).
    • Experience developing and implementing strategic plans and making high-level decisions that impact an agency or business’ direction and outcomes.
    • Experience with managing complex budgets and making personnel and financial resource allocation decisions.

Preferred Qualifications:

    • Good knowledge of public relations best practices
    • Good knowledge of public resource programs and processes
    • Good knowledge of Idaho’s legislative process
    • Good knowledge of federal grant compliance
    • Some knowledge of grants that have state match requirements

Essential Skills:

    • Leadership and Decision-Making: Strong leadership and decision-making skills, with the ability to manage culture, people, and complex situations.
    • Strategic Thinking: Ability to develop and implement short-term solutions while balancing long-term strategies to meet organizational goals.
    • Financial Management: Knowledge of budgeting, resource allocation, and financial reporting.
    • Communication Skills: Strong verbal and written communication skills for interacting with staff, stakeholders, workforce program leadership, internal and external partners.
    • Problem-Solving: Ability to analyze issues, identify solutions, and drive change when needed.
    • Negotiation and Conflict Resolution: Skilled in negotiating and resolving conflicts, whether internal or external to the organization.
