HGA is seeking a Proposal Operations Manager to support operations in Baton Rouge, LA. The Proposal Operations Manager is responsible for overseeing the day-to-day operations of the proposal development. This role manages a team of Proposal Managers and ensures that proposal processes are efficient, compliant, and consistently executed at a high level. The Proposal Operations Manager also serves as the owner and administrator of the organization’s proposal content management platform, ensuring content is accurate, accessible, and effectively leveraged across pursuits. This position focuses on people leadership, workflow coordination, process improvement, content governance, and quality control, while also supporting complex or high-priority proposals as needed. Remote work may be considered for highly qualified candidates.
Key Responsibilities
• Directly supervise and support a team of Proposal Managers to include providing coaching, performance feedback, and professional development guidance
• Serve as a key liaison between Proposal Managers, business development, technical staff, and leadership
• Assign proposal workloads and balance resources across concurrent pursuits • Manage proposal schedules, milestones, and internal reviews to ensure on-time submissions
• Ensure compliance with solicitation requirements, internal policies, and client expectations
• Identify and implement process improvements to increase efficiency and proposal quality, with a focus on leveraging efficiencies in HGA’s proposal development and content management platform
• Track and report on business development activities, including proposals, marketing initiatives, and conferences
• Lead efforts in competitor research and analysis
• Support creation of business development materials (flyers, presentations, etc.) • Provide writing and editing support for proposals and projects as needed
Required Qualifications
• Bachelor’s degree from an accredited institution
• Minimum of 3 years of experience in proposal management, proposal operations, or related roles
• Demonstrated experience managing a team
• Strong understanding of the proposal development lifecycle and compliance requirements
• Proficiency in Microsoft Word (intermediate to advanced formatting skills required), ability to use Microsoft styles and other formatting tools
• Strong attention to detail and analytical skills
• Ability to work collaboratively with cross-functional teams
• Proven ability to manage multiple priorities under tight deadlines
Preferred Qualifications
• Familiarity with the Shipley proposal method
• Experience in government procurements
• Understanding of federal grants
• Experience leveraging AI in content creation or proposal development
