Essential Job Functions
The Cost Analyst position will include, but not be limited to, the following capabilities:
- Support program office and lifecycle cost estimate activities.
- Assist, develop, update, and apply mathematical and logical methodologies for estimating program costs.
- Develop, update, manipulate, and maintain cost and affordability models.
- Support efforts in collecting, normalizing, and analyzing complex data.
- Build and defend budget requirements.
- Forecast future funding needs.
- Evaluate contracting strategy and courses of action.
- Conduct planning for acquisition of capabilities.
- Identify sustainment cost impacts of acquisition decisions.
- Identify interface maintenance funding requirements for all affected platforms/systems.
- Manage solution delivery to a baselined schedule.
- Provide a basis and supporting materials for briefings to management at the executive and oversight levels for all affected program/project funding requirements.
- Work autonomously and as part of a team to meet organizational and project goals.
- Lead in the preparation of briefing materials and other communications packages presenting the results of analysis.
- Communicate and work with diverse organizations and representatives for data collection, analysis, and results presentation.
- US Citizenship is required.
- Active Secret Security Clearance or ability to obtain a Secret Security Clearance.
- Proficiency in Microsoft Excel.
- Ability to lead detail-oriented tasks and multi-task under minimal supervision.
- Ability to present analytical results to senior leaders/stakeholders.
- Ability to manage and work with large data sets.
- Possession of excellent data gathering and analytical skills.
- Possession of excellent oral and written communication skills.
- Preferred: Prior financial management and program management experience.
- Preferred: Knowledge of the Department of Defense (DoD) Acquisition process.
- Preferred: Knowledge of Automated Cost Estimating Integrated Tools (ACEIT).
- Preferred: Working knowledge of uncertainty/risk software packages like Crystal Ball or SEER for IT.
- Preferred: Candidates affiliated with International Cost Estimating and Analysis Association (ICEAA).
- Preferred: Certified Cost Estimator/Analyst (CCEA®) or Professional Cost Estimator/Analyst (PCEA®) Certification.
- BA/BS in Economics, Finance, Engineering or Mathematics.
- Bachelor's degree in a quantitative discipline (e.g., economics, engineering, mathematics, operations research, statistics, or business).
- One to five years of Government cost estimating, budget/financial management experience, DoD acquisition experience, or a combination of these areas.
