Executive Summary: HRUCKUS is looking for an experienced Project Managers to provide temporary staff support services to the District Department of Health Care Finance.


Position Description: The Project Manager will be responsible for leading the

development, coordination, and implementation of a comprehensive, multifaceted

strategy to support the Long-Term Care Administration’s (LTCA) operational and

programmatic priorities. This includes oversight of cross-functional initiatives

related to provider engagement, program operations, training and education, and

interagency coordination. The Project Manager will work closely with LTCA

leadership and the management team to ensure alignment with District and federal requirements and to support the successful execution of Medicaid-funded long-

term services and supports (LTSS) programs.


Position Responsibilities:

  • Leads the development and implementation of LTCA’s strategic initiatives, including provider engagement, training programs, and interagency coordination efforts.
  • Collaborates with LTCA staff and leadership to identify, integrate, and monitor existing activities and strategies that support LTSS program operations and provider development.
  • Under the direction of the management team, develops and refines operational strategies that align with a multi-payer delivery system and support the administration’s long-term goals.
  • Oversees the development of policies and procedures related to provider engagement, training, and operational oversight, including mechanisms for monitoring effectiveness and compliance.
  • Coordinates across LTCA functions to ensure alignment between provider oversight, enrollment processes, communications, and training strategies.
  • Conducts independent research and analysis to identify promising practices, operational challenges, and opportunities for innovation in LTSS program delivery.
  • Supports collaboration with other District agencies to align provider development and training efforts across systems.
  • Provides leadership in cross-functional working groups and project teams.
  • Develops work plans, sets project timelines, and ensures timely completion of deliverables aligned with LTCA priorities.
  • Evaluates internal planning and control activities to ensure compliance with applicable policies and procedures.
  • Communicates findings and recommendations to leadership, both orally and in writing, and supports the development of action plans to address identified issues.
  • Monitors relevant policies, laws, and regulations to ensure program compliance with federal and District requirements.
  • Develops and maintains detailed project plans, timelines, and status reports to ensure transparency and accountability across all phases of project execution.
  • Identifies project risks and implements mitigation strategies to ensure the timely and successful delivery of project objectives.
  • Facilitates cross-functional coordination by organizing and leading regular project meetings, tracking action items, and ensuring follow-up on deliverables.
  • Performs other duties as assigned.


Position Requirements:

  • Knowledge of the office's mission, goals, programs, and administrative and operating procedures.
  • Knowledge of Medicaid programs and/or Medicare-Medicaid integration programs or demonstrations.
  • Mastery-level knowledge and experience with Medicaid program operations and/or health care provider operational practices.
  • Experience in developing and managing operational infrastructure to support program integrity and efficiency.
  • Knowledge of professional training and education principles, including evaluation of training effectiveness and continuing education standards.
  • Demonstrated experience managing day-to-day operations of complex projects or programs.
  • Strong judgment and discretion in handling sensitive program and personnel matters.
  • Ability to lead teams and collaborate with staff at all levels, including experience managing special projects or demonstration initiatives.
  • Strong organizational and time management skills, with the ability to manage multiple priorities and meet deadlines.
  • Proven ability to work independently and apply advanced problem-solving and decision-making techniques.
  • High standards of professional conduct, ethical behavior, and sound judgment.
  • Expertise in management analysis methodologies and tools to support program planning and evaluation.
  • Ability to critically assess policies and programs and develop actionable recommendations.
  • Excellent written and oral communication skills.
  • Strong interpersonal skills and the ability to build effective working relationships with internal and external stakeholders.


Education:

  • Graduation from an accredited four-year college or university with a bachelor’s degree, plus five (5) years of specialized experience—experience that is directly related to the duties of the position and has equipped the applicant with the necessary knowledge, skills, and abilities. At least one (1) year of specialized experience must be equivalent to the CS-12 grade level in the District of Columbia government service.; OR
  • An equivalent combination of education and experience as determined by the DHCF Program Manager.
