Executive Summary: HRUCKUS is looking for an experienced Program Manager to provide comprehensive program management and executive oversight for a large, complex, multi-site armed and unarmed security program
Position Description: The Program Manager will serve as the senior contractor representative with overall responsibility for contract execution, workforce readiness, staffing, operational performance, regulatory compliance, quality, and subcontractor coordination. The candidate will direct all contract operations to ensure continuous, compliant performance of security services at multiple National Capital Region facilities.
Position Responsibilities:
- Serve as the senior contractor representative responsible for the successful performance of a large, complex security program.
- Direct all contract operations and ensure continuous, compliant performance of armed and unarmed security services.
- Maintain executive oversight of 24/7/365 security operations at multiple facilities.
- Ensure every security post is staffed with qualified, trained, licensed, and appropriately cleared personnel.
- Exercise authority over program management, staffing, scheduling, recruiting, training, logistics, quality control, and security administration.
- Serve as the principal interface with the Contracting Officer, Contracting Officer's Representative, PFPA leadership, and corporate management.
- Oversee incumbent workforce engagement, right-of-first-refusal activities, and personnel retention.
- Develop, implement, and maintain required contract plans, including Project Management, Staffing, and Emergency Recall plans.
- Direct the recruiting, onboarding, qualification, and retention of Contract Security Officers and administrative personnel.
- Ensure compliance with federal, state, and local armed-security licensing requirements and security clearances (e.g., TS/SCI).
Required Qualifications:
- 10 years of experience in military physical security, law enforcement, armed-security operations, force protection, or a related field.
- 5 years of experience managing large, complex security contracts.
- 3 years of experience managing a contract in direct support of the Department of Defense or a military client.
- Active Top Secret/SCI eligibility.
- Demonstrated knowledge of armed-security licensing, training, firearms qualification, and workforce management.
- Strong written and verbal communication skills.
Desired Qualifications:
- Master’s degree in a related field.
- Project Management Professional (PMP) certification.
- ASIS Physical Security Professional (PSP) or Certified Protection Professional (CPP) certification.
- Experience transitioning a large incumbent federal workforce.
