The primary purpose of this position is to exercise technical and managerial authorities over the Complaints Resolution Directorate under the Secretary of the Air Force Inspector General. Serves as the principal advisor to the Director, Complaints Resolutions Directorate, on the complaint resolutions strategies and IG Investigations.

Qualifications:

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions for General Inspection Investigation Enforcement and Compliance Series, 1801.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes mastery of a wide range of concepts, principles, practices, and laws pertinent to IG investigations and inquiries. Ability to make decisions or recommendations significantly changing, interpreting, or developing important policies or programs having public impact. Expertise in evaluating sensitive and complex administrative inquiries relating to fraud, waste, and mismanagement, and a wide variety of matters of interest related to programs and operations throughout the Air Force. Extensive, current knowledge of Air Force organizations, functions, authorities, and lines of command. Knowledge of executive's and managerial functions and responsibilities as evidence by an appropriate background of education, specialized training, and progressively responsible experience in an investigative organization. Knowledge of a wide variety of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Knowledge of Air Force organizations, functions, authorities, lines of command, and Inspector General administrative and investigative policies, and procedures.
  2. Knowledge of safety and security regulations, practices, and procedures.
  3. Knowledge of the Joint Ethics Regulations; Uniform of Military Justice; statutes relating to 10 U.S.C. 1034, Whistleblower Protection, and DoD and Air Force Inspector General directives.
  4. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
  5. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
  6. Ability to communicate both orally and in writing. Ability to make information release and denial determinations for request of IG records.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Responsibilities:

  1. Plans, organizes, and oversees the activities of the Secretary of the Air Force Inspector General Complaints Resolution Division (SAF/IGQ), ensuring compliance with legal and regulatory requirements and meets customer needs.
  2. Manager. Provides technical leadership to 20 SAF/IGQ action officers consisting of active duty, AFR, ANG, and DAF civilian personnel.
  3. Represents SAF/IGQ with a variety of installation and functional area organizations.
