Job Overview
We are seeking experienced Product Managers to lead the discovery, delivery, launch, and continuous improvement of digital products and technology services. This role will focus on improving customer experience, modernizing business operations, and increasing service efficiency through user-centered and outcome-driven product development.
The Product Manager will work closely with customers, frontline staff, business stakeholders, vendors, designers, and technical teams to identify problems, validate solutions, prioritize work, and deliver measurable outcomes.
The successful candidate will have experience launching, improving, or modernizing digital products and will be comfortable balancing customer needs, operational requirements, business objectives, technical constraints, and policy considerations.
Responsibilities
  • Lead digital products and service initiatives from discovery through delivery, launch, and continuous improvement.
  • Translate business needs, customer feedback, and operational requirements into product requirements, user stories, workflows, and prioritized backlogs.
  • Collaborate with customers, frontline staff, stakeholders, vendors, designers, engineers, and development teams.
  • Conduct and support user research, customer interviews, usability testing, prototype testing, and operational observations.
  • Coordinate day-to-day activities across vendors, business stakeholders, and technical teams.
  • Drive iterative delivery of working software and services.
  • Monitor vendor performance related to timelines, product quality, testing readiness, issue resolution, and delivery expectations.
  • Lead backlog refinement, sprint planning, release coordination, prioritization, and roadmap activities.
  • Make day-to-day product decisions while escalating significant risks, policy concerns, conflicts, and delivery issues when needed.
  • Analyze product analytics, customer feedback, operational metrics, and frontline observations to identify trends and improvement opportunities.
  • Balance customer needs, operational constraints, business objectives, policy requirements, and technical considerations.
  • Champion Agile, user-centered, iterative, and outcome-driven product delivery practices.
  • Identify opportunities to improve customer experience, operational efficiency, and service delivery.
  • Drive continuous improvement based on research, data, experimentation, and measurable outcomes.
Required Skills & Experience
  • Experience leading the development, launch, modernization, or continuous improvement of digital products, software platforms, or customer-facing technology services.
  • Experience across the full product lifecycle, including discovery, prioritization, delivery, launch, measurement, and continuous improvement.
  • Experience working with software development teams, designers, engineers, vendors, and business stakeholders in Agile or iterative environments.
  • Strong understanding of product management, backlog management, prioritization, and roadmap development.
  • Experience translating business and customer needs into product requirements, user stories, workflows, and acceptance criteria.
  • Experience conducting user research, usability testing, customer interviews, service design, or customer-centered discovery.
  • Ability to balance user needs, operational constraints, business objectives, policy requirements, and technical considerations.
  • Strong stakeholder management and cross-functional collaboration skills.
  • Experience using data, customer feedback, analytics, and operational metrics to guide product decisions.
  • Familiarity with accessibility, customer experience, service design, or digital transformation initiatives.
  • Strong written and verbal communication skills.
  • Ability to influence stakeholders and build alignment without direct authority.
  • Strong facilitation, problem-solving, decision-making, and prioritization skills.
Preferred Experience
  • Experience working in government or public-sector environments.
  • Experience in transportation, financial services, healthcare, or other regulated industries.
  • Experience with customer-facing digital services, portals, websites, mobile applications, appointment scheduling, queue management, or internal operational tools.
  • Experience working in highly regulated or policy-driven environments.
  • Knowledge of accessibility standards and user-centered design principles.
  • Experience with service design, UX research, customer experience, or digital transformation.
  • Product Management, Agile, Scrum, Service Design, UX Research, or Customer Experience certifications.
  • Experience working with vendors and managing vendor delivery and accountability.
  • Bachelor's degree in Business, Public Administration, Information Systems, Computer Science, Engineering, Design, HCI, Communications, or a related field, or equivalent professional experience.
