Job Summary: 

The Manager of HR & Engagement is responsible for overseeing caregiver recruitment, workforce utilization, and employee engagement for the home care agency. This role focuses on building and sustaining a stable, high-performing caregiver workforce that delivers exceptional care to clients. The Director will oversee the full employee lifecycle—from recruitment and onboarding to retention, performance management, and culture development—ensuring caregivers feel supported, valued, and equipped to succeed.

Working closely with operations and scheduling teams, the Manager helps ensure optimal caregiver-client matching, consistent shift coverage, and a positive work environment that promotes caregiver satisfaction and long-term retention. The position also ensures HR compliance with applicable labor laws, state regulations, and franchise standards while maintaining accurate employee records and addressing employee relations matters professionally.

Success in this role requires a people-first leadership style, strong organizational and communication skills, and the ability to manage fast-paced caregiver operations. The Manager serves as a key advocate for caregivers, fostering a culture of recognition, professional growth, and open communication that strengthens both employee engagement and quality of client care

Key Responsibilities:

  • Caregiver Recruitment & Onboarding:
    •  
    • Oversee and collaborate with recruitment team to execute caregiver recruitment strategies to meet staffing needs.
    • Support caregiver interviews, background checks, and credential verifications as needed.
    • Oversee onboarding, orientation, and initial training for all new hires.
  • Scheduling & Staffing Support:
    • Partner with the Service Manager to ensure caregivers are matched appropriately with client needs.
    • Monitor and support resolution of call-outs, open shifts, and last-minute schedule changes.
    • Work cross-functionally to ensure shift coverage without compromising caregiver satisfaction.
  • Retention & Engagement:
    • Oversee and collaborate with the retention coordinator to create and implement programs that support caregiver retention and job satisfaction.
    • Conduct stay interviews and exit interviews to identify and address trends.
    • Foster a culture of appreciation, recognition, and professional development.
  • HR Compliance & Administration:
    • Maintain accurate employee records and ensure regulatory compliance (e.g., state licensing, franchise standards, certifications, background checks).
    • Address employee relations issues promptly and professionally.
    • Manage performance improvement plans and disciplinary actions as needed.
  • Culture & Communication:
    • Act as a liaison between caregivers and administration to ensure clear, supportive communication.
    • Organize/Supervise team meetings, recognition events, and caregiver support initiatives.
  • Compliance & Ethical Conduct:
    • Ensure compliance with industry regulations and company policies.
    • Align business development strategies with overall business objectives.

Qualifications & Experience:

  • Bachelor’s degree in human resources, Healthcare Administration, or related field (or equivalent experience).
  • 2 years of HR or caregiver management experience, preferably in home care, healthcare, or senior living settings is preferred
  • Strong understanding of caregiver scheduling practices and staffing challenges.
  • Strong networking, presentation, and relationship-building skills.
  • Experience with applicant tracking systems (ATS) and scheduling software (e.g., ClearCare/WellSky, or similar).
  • Proficiency in Microsoft Office Suite.
  • Valid driver’s license and reliable transportation required.
  • Excellent communication skills, both verbal and written.

Preferred Qualifications:

  • Experience in home care, hospice, senior living, or home health sales.
  • B2B and B2C sales experience in healthcare or senior services.
  • Knowledge of Medicaid, VA, and private pay home care services.
  • Existing relationships with local healthcare providers and senior living communities.
  • Experience working with healthcare referral sources.
  • Bilingual abilities (if applicable).
