The Data Report Analyst will acquire, analyze, and interpret data from diverse sources; create recurring and ad hoc reports; correct code and data integrity issues; and ensure that databases and reporting systems remain accurate, organized, and error-free.
This position performs senior-level consultative services and technical assistance on program-related analysis activities. Work involves assessing, analyzing, researching, and documenting data requirements; applying best practices in data management; coordinating with business and technical units; and providing recommendations to leadership. The analyst will support the Client priority initiatives and special projects by developing data analysis tools, defining data requirements, evaluating operational and technical impacts, and contributing to strategic data initiatives across the agency.
Operating with limited supervision and extensive latitude for independent judgment, this role requires advanced analytical capabilities, strong communication skills, and the ability to lead or participate in multiple diverse projects simultaneously.

Key Responsibilities
- Transform raw data into meaningful insights, dashboards, and reports that support business decisions and operational strategies.
- Acquire, validate, and prepare data from various internal and external sources to support program objectives and data-driven decision-making.
- Develop, maintain, and optimize regularly scheduled reports and data visualizations for executive and program stakeholders.
- Assess and analyze DSHS priority initiatives using data best practices, standards, and business analysis methodologies.
- Research, document, and define data requirements for projects, systems, and business functions.
- Develop as-is and to-be data models to identify gaps, inefficiencies, and opportunities for improved performance and operational effectiveness.
- Map complex data structures and workflows; establish benchmarks, metrics frameworks, and trend analyses for program evaluation.
- Create metadata, tables, and user interfaces to ensure clear, accessible reporting for business users.
- Identify and resolve code issues, data inconsistencies, and reporting errors to maintain database accuracy and data reliability.
- Utilize advanced reporting tools and visualization platforms to develop custom dashboards, analytic views, and performance indicators.
- Analyze policies, procedures, and data governance frameworks to determine impacts on automated systems and programs.
- Conduct deep analysis of underlying trends, correlations, and operational patterns to support data-driven recommendations.
- Support strategic initiatives by developing gap analyses, requirements documents, roadmaps, design documents, data flow diagrams, test cases, and other SDLC materials.
- Work collaboratively with business, technical, and leadership teams to facilitate project success and promote data-driven culture within DSHS.
- Provide regular updates, insights, and recommendations to project leadership and executive stakeholders.
- Lead and/or participate in special projects assigned by agency leadership, ensuring quality execution and timely delivery.
