Overview
Our customer, a leading infrastructure services organization supporting telecommunications network expansion, is seeking a Vice President of Operations – West Region to provide executive leadership across regional operations.
This role is responsible for the overall leadership, profitability, growth, and strategic direction of regional operations. The Vice President will maintain full Profit & Loss accountability and oversee business development, estimating, project execution, customer relationships, workforce planning, operational performance, and continuous improvement initiatives.
The ideal candidate will bring extensive experience leading telecommunications infrastructure, underground utility, or heavy civil construction operations and possess strong expertise in POC/WIP financial management environments.
Key Responsibilities
- Provide executive leadership for regional telecommunications infrastructure operations across multiple states.
- Develop and execute strategic business plans, annual operating plans, budgets, and growth initiatives aligned with organizational objectives.
- Lead, mentor, develop, and retain high-performing operational leaders while building organizational depth and succession plans.
- Foster a culture of accountability, collaboration, safety, quality, and operational excellence.
- Maintain full responsibility for regional Profit & Loss performance.
- Lead budgeting, forecasting, capital planning, and long-range financial planning activities.
- Manage revenue growth, gross margin, EBITDA, cash flow, working capital, and operational performance metrics.
- Ensure accurate POC/WIP forecasting, earned revenue recognition, cost-to-complete reporting, billing performance, and financial controls.
- Build and strengthen executive-level relationships with telecommunications carriers, utilities, municipalities, and strategic customers.
- Identify and pursue profitable growth opportunities while supporting contract negotiations and business development initiatives.
- Provide executive oversight of estimating, pricing strategy, proposal development, and preconstruction planning.
- Review project risks, contract terms, production assumptions, and profitability projections.
- Direct project execution from award through closeout.
- Ensure projects are delivered safely, on schedule, within budget, and in accordance with customer expectations.
- Oversee project management, field operations, workforce planning, project controls, production tracking, forecasting, billing activities, fleet operations, and project closeout documentation.
- Ensure compliance with permitting requirements, right-of-way coordination, environmental regulations, restoration obligations, and customer standards.
- Serve as executive point of contact for strategic customer accounts and resolve complex operational or contractual matters.
- Champion safety, quality assurance, risk management, and continuous improvement initiatives throughout the region.

Required Qualifications
- Bachelor’s degree in Construction Management, Engineering, Business Administration, or a related field preferred.
- 15 years of progressive leadership experience within telecommunications infrastructure, underground utility, or heavy civil construction environments.
- 7 years of experience leading multi-market operations with full P&L responsibility.
- Strong knowledge of:
- POC/WIP accounting
- Forecasting and financial management
- Project controls
- Revenue recognition
- Billing processes
- Permitting and restoration activities
- Operational performance management
- Demonstrated success driving revenue growth, profitability, and operational excellence.
- Exceptional leadership, communication, financial analysis, and negotiation skills.
- Proven ability to build strong customer relationships and lead geographically distributed teams.
Preferred Qualifications
- Executive leadership experience overseeing regional telecommunications network infrastructure construction operations.
- Experience managing complex utility, broadband, fiber, or telecommunications construction projects across multiple markets.
- Track record of developing high-performing operational leadership teams and succession planning programs.
- History of driving year-over-year operational growth and business expansion.
- Strong background managing customer-facing relationships within construction services organizations.
Work Environment / Additional Information
- Multi-state operational leadership role supporting California, Nevada, and Utah operations.
- Travel required approximately 35–45% on an ongoing basis.
- Travel may increase during onboarding and transition periods.
- Significant field, customer, and office presence required.
