Program Manager and Senior Advisor for Research Security
Location: Silver Spring, MD — Hybrid (4 days onsite / 1 day remote)
Clearance: Active TS/SCI
Salary: $134,000 per year
About the Opportunity
We are seeking an experienced Counterintelligence professional to support the NOAA Research Security Program. The role combines Counterintelligence, Research Security, threat analysis, technology protection, and program management responsibilities.
The ideal candidate will have strong, hands-on Counterintelligence experience, with Research Security and Program Management experience as additional strengths. The selected individual will also support the Program Manager as an On-Site Lead.
What You’ll Do
Threat Assessment & Analysis
- Assess foreign influence risks affecting NOAA research programs.
- Analyze intelligence reports and open-source information to identify potential threats to NOAA-sponsored research.
- Conduct due diligence research on foreign entities seeking collaboration with NOAA research programs.
- Help develop the NOAA Critical Assets List by identifying technologies vulnerable to foreign acquisition.
Policy & Procedure Development
- Develop specialized due diligence processes for classified (JWICS) and unclassified Research Security reviews.
- Contribute to export control policy development and Technology Control Plan assessments.
- Develop SOPs for Counterintelligence-focused due diligence in research collaborations.
- Help establish disclosure requirements and standards for violations.
Security Framework Implementation
- Provide Counterintelligence expertise to assess gaps in NOAA's Research Security posture.
- Support risk assessments of critical and emerging technologies under NSPM-33.
- Develop procedures to identify and mitigate nation-state threats to NOAA research.
- Support the design of supply chain risk management processes to protect research integrity.
Training & Incident Response
- Develop training focused on foreign influence detection, technology protection, and threat awareness.
- Support tabletop exercises and Counterintelligence scenarios.
- Assist with incident response planning involving suspected foreign influence or unauthorized technology transfer.
- Brief NOAA personnel on Counterintelligence trends and threat indicators.
- Support program management and oversight of deliverables, timelines, and requirements.
What We’re Looking For
- 10 years of Counterintelligence experience, preferably within a government or research environment.
- Bachelor's degree in Intelligence Studies, International Relations, Cybersecurity, or a related field.
- Strong knowledge of NSPM-33 requirements and Research Security frameworks.
- Experience with ITAR, EAR, and Technology Control Procedures.
- Experience using classified and unclassified intelligence analysis tools and methodologies.
- Strong analytical and problem-solving skills.
- Excellent written and verbal communication skills.
- Experience with Research Security and/or Program Management is highly desirable.
- Ability to support onsite operations and work effectively with government and contractor stakeholders.
