The Opportunity
Some jobs fill a role. This one helps build something that will outlast all of us. WCCF is hiring a newly formed People/HR Manager position to help the organization continue to build a people and HR infrastructure that can grow with the organization while keeping the mission and culture of the organization in the forefront of everyone’s mind.
This is a part-time role (20 hours a week) that is open to flexible scheduling arrangements that work with the best person for the role. This is an in-office position in our Grand Junction office with an opportunity for hybrid work.
This position has a hiring range of $33.65 – $40.38 per hour and is eligible for paid time off and retirement benefits. It is also eligible for employee paid dental, vision, and short term & long term disability insurance.
The ideal candidate is a proactive, approachable professional who can balance people-centered care with operational discipline. We are looking for someone who can be a thought partner for our leadership team and have strong partnerships with all our team members to help bring our mission to life on the Western Slope of Colorado.
Key Responsibilities
This is a newly created role — a direct reflection of leadership's recognition that our staff are central to WCCF's success and reputation. As the organization's first dedicated HR professional, you'll build and steward the people infrastructure of a growing, mission-driven team of 15.
As a HR department of one, this position is both strategic and hands-on. You'll develop and implement Human Resource systems and processes, support managers as a trusted Business Partner, strengthen our collaborative culture, and keep the organization compliant and well-administered.
HR Operations & Administration
- Maintain and administer HR records, personnel files, and HRIS data.
- Manage payroll processing in coordination with the finance team or payroll provider.
- Oversee benefits administration including health insurance, retirement programs, leave policies, and open enrollment.
- Ensure accurate job descriptions, classifications, and compensation records.
Recruitment, Hiring & Onboarding
- Lead end-to-end recruitment for all roles, including job postings, screening, and interview coordination.
- Partner with hiring managers to ensure equitable and effective hiring practices.
- Develop and deliver onboarding experiences that make new hires feel welcomed and prepared.
Employee Relations & Culture
- Serve as a trusted resource for staff — supporting communication, engagement, and conflict resolution.
- Promote an inclusive, supportive workplace that reflects WCCF's mission and values.
- Coach supervisors on performance management and team development.
Performance Management
- Coordinate annual performance review processes.
- Work on team to develop and implement a new performance management system.
- Support goal setting, documentation, and performance improvement plans as needed.
- Recommend strategies to enhance productivity, morale, and retention.
Compliance & Policy Management
- Ensure compliance with federal, state, and local employment laws (FMLA, ADA, wage & hour, Colorado labor laws).
- Monitor Colorado employment regulatory changes and update policies proactively.
- Maintain the employee handbook and communicate policies clearly.
Learning & Development
- Identify training needs and coordinate professional development opportunities.
- Facilitate leadership development for supervisors and managers.
Organizational Development & Strategic HR
- Collaborate with leadership on staffing planning and organizational design.
- Recommend process improvements to support a strong HR infrastructure.
Qualifications
Required
- Bachelor's degree in Human Resources, Business Administration, Organizational Development, or related field — or equivalent experience.
- 3–5 years of HR generalist/management experience
- Knowledge of employment laws and HR practices, including Colorado-specific regulations.
- Strong interpersonal skills, a commitment to confidentiality, and uncompromising integrity.
- Ability to work independently, prioritize effectively, and build trusting relationships.
Preferred
- Experience working in a small professional services firm environment.
- HR certification (SHRM-CP, SHRM-SCP, PHR, or SPHR).
- Experience with payroll and HRIS systems commonly used in small organizations
