POSITION PURPOSE:
The Planner 1 assists in tabulating, gathering, and analyzing operational data necessary to evaluate service delivery and assisting with the key functions related to the timely delivery of each mark up.
ESSENTIAL JOB FUNCTIONS:
- Assist with reporting to the Federal Transit Administration (FTA) National Transit Database (NTD) for HART modes: bus, paratransit and streetcar.
- Assist with maintaining the HART bus stop database to track transit stop amenities and geographical information
- Analyze, update, and maintain scheduling data and make appropriate modifications and recommend changes when appropriate.
- Conduct field studies for existing or planned routes to determine operating and environmental conditions for recommending service changes and/or new routes.
- Assist with developing business intelligence tools to aid in the monitoring of key agency KPI’s, NTD reporting.
- Support development of the Transit Development Plan (TDP) and annual updates, including mapping, spatial analysis, document review, comparative route analysis, peer system review, and authoring of some components.
- Assist in the development of HARTs Title VI Program and Limited English Proficiency (LEP) program. Assists with Title VI analysis related to major service changes.
- Participate in transportation and land use planning projects led by other agencies, including the Florida Department of Transportation (FDOT) and the Hillsborough TPO.
- Analyze, evaluate, and prepare written comments on transportation studies, land use studies, Comprehensive Plan Amendments (CPAs), and any documents or reports that are relevant to the Authority’s present and future operation.
- Process and analyze demographic, economic, land use, transportation and spatially referenced data using GIS for use in transportation planning studies. Present data and analysis in a cohesive, consistent format, with thoughtful and clear interpretations and conclusions.
- Research current transportation related topics, policies, and “best practices” and document/present findings.
- Support development of FDOT, FTA, and other discretionary grant proposals. Includes tasks such as assisting with authoring grant narratives, analyzing and compiling related data, and estimating costs of new services.
- Provide assistance in efforts to align HART service with community needs. May include preparation and implementation of route surveys and other data collection to identify needs that may resulting in service modifications.
- Analyze route performance through the application of qualitative and quantitative performance standards. Develop maps and reports to support analysis.
- Assists in developing corridor-specific transit service plans including estimation of ridership using FDOT’s TBEST program.
- Provide planning data, including GIS data, to other divisions, departments, and external partners.
- Assist with amenity related planning projects, including bus stop consolidation and shelter deployment planning. Coordinate with local jurisdictions and other departments on amenities.
- Assist with local jurisdiction site plan review and development of recommendations on transit improvements for the site.
- Assist HART’s community outreach team with presentations and events.
- Monitor agency and public comments and policies regarding plan development and integrate as appropriate into HART plans.
- Represent HART at various local planning agency meetings as assigned.
- Provide support and analysis for innovative projects (e.g. Microtransit, Scheduling related technology projects, etc.).
- Attend and present at industry conferences such as Florida Public Transit Association (FPTA), and American Public Transportation Association (APTA), and others as needed.
- Perform other professional duties as assigned.
MARGINAL FUNCTIONS:
- Performs other work-related duties as assigned.
REQUIREMENTS:
Education and Experience:
- Bachelor’s degree and one (1) year of related work experience; Master’s Degree preferred. Additional experience may substitute for education on a year-to-year basis.
- Preferred: Two (2) years of related transportation planning experience; experience with data tools, which may include ArcGIS, TBEST, Microsoft Office Suite, and/or Remix planning software.
Licenses/Certifications:
- Must be able to obtain a valid Florida Driver’s License within 10 days of hire.

Knowledge, Skills and Abilities:
- Analytical and problem-solving ability.
- Knowledge of the planning field, tools, concepts, and the use of planning best practices. Knowledge of, and experience with, transit and transportation planning processes including long range planning, systems planning, land use policy, cost/benefit analysis, travel demand model data usage, and/or geospatial data analyses and data presentation preferred.
- Ability to work within a collaborative team environment and be comfortable working across diverse departments and disciplines with respect, tact and professionalism is required.
- Ability to work in a dynamic environment that requires responsiveness to changing goals, priorities, and needs.
- Analyze situations, identify problems and recommend solutions.
- Prepare analytical reports and review comments with minimal guidance.
- Excellent verbal, written, and interpersonal skills.
- Ability to prepare and edit clear and concise written reports, policies/procedures and production publications.
Physical Demands/Work Environment:
- Work is performed in an office environment in a standard cubicle. Some field work may be required.
- Ability to hear, see, speak, and perceive color, depth and texture.
- Subject to standing, walking, bending, reaching, stooping, and lifting objects up to 25 pounds.
