Job Description
Join the East Hawaii Region as a Recruiter (HR Clerk IV-HR Technician VI) and help the region attract and retain a qualified healthcare workforce! As a member of our Human Resources team of 30 professionals, the Recruiter will manage day-to-day recruitment activities for a designated population, ensuring compliance with personnel rules and collective bargaining agreements. Additionally, the Recruiter will provide guidance to hiring managers and candidates throughout the hiring process. The incumbent will be expected to maintain accurate HR data, support onboarding functions, assist with policy and procedure updates, and deliver excellent customer service to applicants, employees, and department leaders.
Job Duties:
- Coordinate full-cycle recruitment activities, including posting job announcements, screening applications, certifying eligible lists, scheduling interviews, and managing applicant communications.
- Evaluate applicant qualifications, verify education/licensure, conduct employment and criminal suitability checks, and prepare conditional offers and onboarding tasks.
- Support hiring managers by guiding them through interview, selection, and hiring processes; audit recruitment documentation for accuracy, compliance, and timely completion.
- Maintain ATS and HRIS data, generate recruitment reports, track vacancies and approvals, and ensure accurate entry of new hire and personnel information.
- Provide customer service to applicants, employees, and managers, including front-desk coverage, responding to inquiries, and assisting with job fairs and recruitment events.
- Assist with HR operations such as policy/procedure updates, training staff on HR systems, preparing recruitment actions, maintaining confidential records, and supporting special projects.
Education: None required, high school graduate preferred.
Experience:
General Experience includes progressively responsible general office clerical experience.
Specialized Experience includes experience in an office where the work requires the knowledge and application of pertinent rules, regulations, procedures and program requirements.
Substitution of Education for Experience:
- Successful completion of a clerical curriculum at an accredited business or technical school may be substituted for the General Experience on a month-to-month basis up to a maximum of one year.
- Successful completion of an academic year in an accredited college or university above the high school level may be substituted for one year of the General Experience.
- Graduation from an accredited college or university with a bachelor's degree may be substituted for one year of General Experience and two years of Specialized Experience. Applicants possessing this educational qualification are deemed to have met all of the requirements for the Human Resources Clerk IV level.

- Rates listed for paid holidays, vacation and sick days are for 1.0 Full Time Equivalent (FTE) positions assigned to 8 hour shifts. Accruals for these benefits are otherwise prorated based on FTE.
Pre-Employment Health Requirements
Offers of employment will be contingent on successfully passing a pre-employment examination, which includes a drug screen and other regulatory medical requirements such as, but not limited to, a tuberculosis (TB) screen. The cost for drug screening and blood draw for QuantiFERON and Titers, shall be borne by the Hawaii Health Systems Corporation.
