Position Summary The Environmental Professional, as a Subject Matter Expert III, conducts Phase I Environmental Site Assessments (ESAs) for Fee-to-Trust acquisitions, providing expert guidance to safeguard BIA from liabilities under CERCLA and OPA. This role delivers thought leadership, complex analyses, and strategic recommendations to address regional backlogs, ensuring timely land acquisitions, innocent landowner defenses, and adherence to ASTM standards.

Key Responsibilities

  • Perform expert evaluations of Phase I ESAs and Limited Environmental Due Diligence Transaction Screens per 40 CFR 312 and ASTM E1527/E2247, including site reconnaissance and records reviews.
  • Recommend liability protections and acquisition decisions to BIA Regional Directors, with strategic planning for fiscal discipline and resource assessment.
  • Collaborate with BIA staff on interpreting AAI regulations and coordinating with the Office of the Solicitor for legal reviews, resolving complex contractual issues.
  • Ensure assessments meet technical accuracy and comprehensiveness for non-commercial properties in Indian Country, providing detailed expert knowledge.
  • Maintain tracking systems, prepare editable reports in Microsoft Word adhering to 59 IAM 5 guidelines, and support budgeting, scheduling, and financial reporting.
  • Provide thought leadership in technical reporting, travel management, outreach, and interdisciplinary collaboration for pre-acquisition environmental support.

Required Qualifications

  • Bachelor's degree in Environmental Science, Engineering, or related field.
  • At least 6 years of industry experience as an Environmental Professional per 40 CFR 312.10(b) and 33 CFR 137.25.
  • Certification in ASTM standards and Phase I ESA methodologies.
  • Expertise in CERCLA, OPA, and Fee-to-Trust processes.
  • Ability to travel nationwide (including Alaska) - up to 45-50% during some months, with other periods having little or no travel; valid driver's license and security clearances required.
  • SOC Code: 19-2041 (Environmental Scientists and Specialists).
