Perform quality assurance activities in reviewing the work of others and provide continuous feedback to staff. Perform annual performance reviews. Evaluate employee performance and make recommendations for promotions, transfers, or terminations. Monitor status of projects and troubleshoot problems. Other duties include creating schedules, communicating updates and changes, providing conflict resolution, interviewing, and hiring new staff, upholding district and department policies and procedures. Improve procedures and job efficiency by evaluating work methods and making suggestions. Assist other division sections as needed. EDUCATION REQUIREMENTS • Bachelor’s degree; Finance, Economics, Accounting or Real Estate preferred; or equivalent work experience WORK EXPERIENCE • 1 year of supervisory or leadership experience preferred • 5 years of Operational experience as an Appraiser or similar position (accounts examiner, fee appraiser) in a related industry Current employees with 2 years of experience and 60 hours of college credit or an honorable discharge from the US Armed Services will also be considered. Position requires use of personal vehicle. A valid Texas driver’s license with proof of liability insurance is mandatory with a verified acceptable driving record. JOB RESPONSIBILITIES This information is intended to be descriptive of the key responsibilities of the position. General Responsibilities (Broad responsibilities that are consistent across job families) • Plan, coordinate, assign, prioritize, supervise, and implement activities of direct reports. • Select, train counsel discipline and make delegate daily assignments to division staff. • Track production on the staffs assigned tasks on a daily basis and report production to management. • Interview and hire new staff. • Monitor and report on staff activities, production, and quality of work. • Evaluate employee performance and make recommendations for promotions, transfers, or terminations. • Provide training and guidance on functional responsibilities. • Handle confidential information. • Perform other duties as assigned. Position Specific Responsibilities (Division specific responsibilities) Review Appraisal Division - Arbitration • Assign staff to settlement conferences, arbitration hearings and special projects, handling concerns or issues with parties involved in arbitration. • Produce technical reports. • Provide assistance to the general public and represent the Chief Appraiser in arbitration hearings and work with taxpayers/agents/arbiters to resolve property value disputes. • Assist the division in processing arbitration applications. • Assist the litigation group with staffing needs for cause research, report preparation and other tasks as necessary. • Perform appraisal techniques to determine the market value of properties • Derive a market and/or equity value for properties in arbitration hearings • Represent the Chief Appraiser in arbitrations. • Compose correspondence; prepare narrative, quantitative reports and technical documentation. • Research and resolve accounts. • Answer numerous inquiries from within and without the appraisal organization. • Assist with preparation of technical reports and manuals. • Operate PC with HCAD’s various computer systems (i.e. STI CAMA, log tracker, CMS etc.) • Review and process correction motions filed for certified accounts. • Negotiate value settlements. • Represent the Chief Appraiser in arbitrations with property owners or their representatives and consider evidence to form an opinion of value. • Facilitate the arbitration process and prepare valuation evidence packages for arbitrations. PHYSICAL & MENTAL REQUIREMENTS Positions in this class typically require repetitive motions, walking, talking and hearing. Must be able to sit or stand for extended periods of time with ability to reach, bend and move up/down on steps. Must be able to lift up to 50-pounds. The position requires considerable concentration, creativity and ability to manage time effectively. The position is subject to stress caused by a changing public environment, mandatory deadlines and heavy workload. Requires the ability to ask questions that will bring forth the information needed to make sound decisions.
