Appraiser IV - RAD ARB

This is accomplished by deriving a market and/or equity value for properties in arbitration settlements and/or hearings. Responsibilities will include representing the Chief Appraiser in arbitrations and working with taxpayers/agents/arbiters to resolve property value disputes. Other duties as required including assisting the litigation group with research, settlement work-up preparation and other tasks as necessary. Education/Technical Requirements & Work Experience EDUCATION REQUIREMENTS Required: Bachelor’s Degree. Major in Accounting, Finance or Real Estate preferred. In certain circumstances the college degree requirement may be waived for an individual with: An RPA and current active registration with the Texas Department of Licensing and Regulation. A residential or general appraiser license currently active with the Texas Appraiser Licensing and Certification Board. Five or more years of applicable experience within the last ten years of the date of application. Who are currently employed by the Harris Central Appraisal District, two (2) or more years of experience at the appraisal district and 60 hours of college credit. An honorable discharge from a branch of the US Armed Services. Active TDLR Appraiser License. WORK EXPERIENCE 5 years of related work experience Position requires use of personal vehicle. A valid Texas driver’s license with proof of liability insurance is mandatory with a verified acceptable driving record. General Responsibilities (Broad responsibilities that are consistent across job families) Appraise difficult and complex properties using field inspection, data collection and data analysis. Develop and follow work production schedules and planning calendars. Check field appraisal records for accuracy and completeness. Gather and record complete and accurate information on each assigned property. Use aerial photography to re-inspect properties. Apply appropriate valuation approach and technique. Research complex existing accounts. Represent the Chief Appraiser and the district in informal meetings and formal hearings, with property owners or their representatives, and consider evidence to form an opinion of value. Maintain a professional and courteous manner. Provide complex field check reviews. Research and process correction account files and represent the district in protests of property correction accounts. Adhere to a strict code of ethics as laid out by professional standards like the Uniform Standards of Appraisal Practice (USPAP). Operate PC/Laptop and HCAD’s CAMA software for research and record retrieval. Train or direct new Appraisers. Performs other duties as assigned. Requires Registered Professional Appraisal License within 5 years. Knowledge of new and revised tax laws and Texas Property Tax Code SKILLS: Organization Effective communication, both written and verbal Basic math and computer Adaptability Critical thinking Leadership WORKING CONDITIONS Positions in this class typically require repetitive motions, sitting or standing for prolonged periods of time in an office setting. PHYSICAL & MENTAL REQUIREMENTS Must have sufficient mobility to visit property sites that may feature rough terrain and to work outdoors in unfavorable weather conditions. Must be able to sit or stand for extended periods of time with ability to reach, bend and move up/down on steps. Must be able to lift up to 50-pounds. The position requires considerable concentration, creativity and ability to manage time effectively. The position is subject to stress caused by a changing public environment, mandatory deadlines and heavy workload. Requires the ability to ask questions that will bring forth the information needed to make sound decisions.
