Job Description: POSITION DESCRIPTION COUNTY OF HAMILTON, INDIANA POSITION: Project Manager DEPARTMENT: Highway WORK SCHEDULE: 8:00 a.m. - 4:30 p.m., M-F STATUS: Full-time FLSA STATUS: Exempt HOURLY RATE: $58.8233 per hour To perform this position successfully, an individual must be able to perform each essential function of the position satisfactorily. Incumbent serves as Project Manager for the Highway Department, responsible for coordinating consultants and contractors during design and construction of major department road and bridge projects. DUTIES: Consults with County Highway Engineer regarding department project plans, priorities, scope, and objectives. Oversees consultants performing design, public hearing, right-of-way acquisition, utility coordination, and inspection phases of major projects, including reviewing invoices and authorizing payments, and ensuring timely completion of projects. Periodically negotiates and executes engineering services contracts. Coordinates Federal Aid project development. Works with Administrative Manager in maintaining current, accurate accounting records, and in preparing financial reports. Works with Right-of-way Manager to ensure acquisition of parcels needed for department projects. Works with County Attorney in all project phases, such as drafting contracts, right-of-way condemnations, and litigation by and against the County. May occasionally attend court proceedings and provide testimony as needed. Responds to public inquiries and complaints regarding department projects, including meeting/ discussing with complainants, and taking appropriate action to resolve valid complaints, within department guidelines/policy. Coordinates projects with department engineering, construction, and maintenance operations, and with inspection consultants. Exchanges information with other municipalities, utilities, drainage districts, and railroads to coordinate department activities. Reviews new road design plans for compliance with department policies, procedures and standards, and makes recommendations regarding approval. Periodically issues binding statements as needed regarding department position on specification standards and policies. Periodically represents department in design review meetings and public hearings as needed. Periodically attends County Council and Board of County Commissioners meetings as required to request additional appropriations, and report status and answer questions regarding various projects. Periodically attends job-related seminars and meetings. Performs related duties as assigned. I. JOB REQUIREMENTS: Baccalaureate Degree in civil engineering, valid Indiana professional engineer license, and a minimum of five years of experience as a civil engineer. Thorough knowledge of and ability to ensure adherence to standard principles and practices of engineering, and applicable federal, state and local regulations regarding road and bridge construction and maintenance, subdivision control, drainage, and traffic control. Working knowledge of standard English grammar, spelling, and punctuation, and ability to effectively communicate orally and in writing with co-workers, other County departments and municipalities, County Council, County Board of Commissioners, regulating agencies, utilities, consultants, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities. Ability to oversee consultants in various phases of project implementation to ensure proper and timely completion, and compliance with department standards and policies. Ability to properly operate standard office equipment, including calculator, computer, printer, copier, telephone, scanner, message boards, fax machine, and two-way radio. Ability to effectively use a variety of technical reference materials, and department software, such as network, GIS, word processing, spreadsheet, drafting, and project management. Ability to make arithmetic calculations, and ensure maintenance of accurate financial records and preparation of reports as required. Ability to analyze survey and other data, read and interpret property legal descriptions, prints, maps, and specifications, and review and approve a variety of detailed documents. Ability to plan and lay out assigned work projects, work with others in a team environment, and maintain appropriate, respectful interrelationships with co-workers. Ability to understand and follow written and oral instructions/directions, and appropriately respond to constructive criticism. Ability to work on several tasks at the same time, often under time pressure, and complete work effectively amidst frequent distractions and interruptions. Ability to provide public access to or maintain confidentiality of department information/records according to state requirements. Ability to comply with all employer/department personnel policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct. Ability to regularly work extended hours, occasionally work evening and/or weekend hours, and occasionally travel out of town for meetings and seminars, sometimes overnight. Possession of a valid Indiana driver's license and demonstrated safe driving record. II. DIFFICULTY OF WORK: Incumbent's duties are broad in scope and impact, involving many complex variables and considerations. Incumbent exercises independent judgment in analyzing data, interpreting precedents, and applying general guidelines and standards to specific projects and circumstances. III. RESPONSIBILITY: Incumbent receives indirect or occasional supervision, with purpose and desired results indicated. Incumbent makes a major contribution to implementation of County and department objectives, discussing unprecedented situations with supervisor. Frequently, decisions are made which are restricted only by organization-wide policies. Decisions and work product are reviewed for attainment of objectives and appropriate supervision or direction of assigned operations. IV. PERSONAL WORK RELATIONSHIPS: Incumbent maintains communication with co-workers, other County departments and municipalities, County Council, County Board of Commissioners, regulating agencies, utilities, consultants, and the public for purposes of exchanging information, explaining/interpreting policies and procedures, overseeing project consultants, and resolving problems. Incumbent reports directly to County Highway Engineer. V. PHYSICAL EFFORT AND WORK ENVIRONMENT: Incumbent performs duties in a standard office environment and outdoors involving sitting and walking at will, walking on uneven terrain, lifting/carrying objects weighing under 25 pounds, hearing communication, speaking clearly, keyboarding, and exposure to noise, dust, fumes, heavy equipment, and physical hazards normally associated with construction sites. Incumbent regularly works extended hours, occasionally works weekend and/or evening hours, and occasionally travels out of town for meetings and seminars, sometimes overnight.
