Description

Under the direction of the Coordinator for Child Welfare and Attendance or other assigned administrator, assist in the implementation of the Child Welfare and Attendance program for the district, assuring equal participation and access for all students. Outreach liaisons will help coordinate and carry out student enrollment and placement procedures, assist schools/programs with truancy intervention processes, and are a liaison between the school district and community resources and agencies.

Examples of Duties

ESSENTIAL DUTIES:

Receive intra/inter-District transfer requests and assist in determining approval or denial. Assist parent/guardians in accurate completion of request forms. Contact schools for space available. Assist in maintaining and processing outgoing and incoming inter-district transfers and contracts with outside districts.

Assist with Open Enrollment and related intra-district transfer processes. Prepare copies of requests and related information to schools and parent/guardians concering approval or denial as appropriate. Maintain accurate records related to transfers.

Assist in redirect process. Contact schools for space available. Facilitate communication between district office, redirect school and home school. Maintain records of redirected students.

Provide technical information to schools, programs, students, families and community on issues related to enrollment, attendance and truancy. Contact parent/guardians in person and on the telephone to obtain information regarding truant or absent students as assigned. Discuss issues related to irregular attendance and provide appropriate community resources to assist parent/guardian in resolving related issues. Prepare summary reports of contacts and notify appropriate school or district personnel of findings.

Schedule and compile information for Student Attendance Review Board (SARB) hearings. Consult with schools regarding SARB process including required intervention and documentation. Notify parents, students and personnel of date and location of meetings. Compile student SARB cases for the hearings; attend meetings and hearings as requested and provide follow up support as needed.

Issue appropriate forms to parents to verify residency and responsibility including declarations of parent and child residency, caregiver or guardianship, foster care placements, homelessness and related issues. Schedule and hold appointments for student enrollment and re-entry into the district. Assist parent/guardians with the completion of forms and input information into appropriate database. Inform parent/guardians and schools of policies and procedures related to enrollment and placement of students.
Communicate with surrounding districts, schools, students, parents, and outside organizations including child protective services and law enforcement agencies to exchange information and resolve issues or concerns. Coordinate communications, resources and information to meet student needs and assure smooth and efficient program placement.

Prepare and maintain accurate records and reports related to Child Welfare and Attendance activities including absence reports, SARB referrals and contracts, inter and intra-district transfers. affidavits to enroll students , records related to foster care and homeless students and other reports as assigned. Generate reports and distribute to appropriate school or district personnel; prepare and maintain student files and folders.

Operate a variety of office equipment including a computer, telephone, copier, faxand other machines as assigned.

Perform related duties as assigned.

KNOWLEDGE AND ABILITIES:

KNOWLEDGE OF:
State and local laws, rules and regulations relating to student enrollment, attendance and transfers.
District and school policies and procedures including objectives of assigned activities.
Technical aspects of field of specialty.
Effective community relations techniques and principles.
Effective Oral and written communication skills.
Interpersonal skills using tact, patience and courtesy.
Record-keeping techniques.
Operation of a computer terminal, data entry techniques and software related to responsibilities.
Diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of district students.

ABILITY TO:
Speak and write in Spanish (preferred).
Perform technical duties relating to field.
Establish and maintain cooperative and effective working relationships with others.
Be flexible to perform work within changing priorities and possess sufficient interpersonal skill to work harmoniously with staff, students, administrators, parents and others.
Plan and organize work.
Meet schedules and timelines.
Maintain records and prepare reports.
Write clear and concise documents
Operate a computer terminal to enter data, maintain records and generate reports.
Determine appropriate action within clearly defined guidelines.
Work independently with little direction.

Minimum Qualifications

Education: High School graduate or the equivalent. Proof required. Supplemented by a minimum of 2 years college-level course work in social sciences or related field.
Experience: Two years of responsible experience in the area of school social work, social advocacy or related fields. Computer literacy required. Must be proficient with Microsoft software, including but not limited to, Word, Excel, Access, Powerpoint, and other applications.

LICENSES AND OTHER REQUIREMENTS:

Valid California driver's license and a safe driving record.

Dates are tentative, but it is highly recommended that you plan your calendar accordingly. No make-up dates will be offered.

Please note: The qualifying pass point on written examinations may be an actual score or an adjusted score based on the difficulty of the examination, the quality of the competition, and the needs of the service.

Positions in the job classification typically work 40 hours/week, during the traditional school year.

OTHER IMPORTANT INFORMATION: The duration of the eligibility list is 6 months unless extended by the Executive Director of Classified Human Resources and the Personnel Commission.

Hayward Unified School District will provide a contribution of up to $2,500 per year to be used towards a District healthcare plan or cash in lieu of up to $1,350 per year. Full-time employees are required to purchase medical health benefits unless proof of alternate coverage is provided. Half-time and less than half-time employees may participate on a voluntary basis. The balance of health benefit costs are paid through a pre-tax payroll deduction.

Dental coverage is provided free of charge for all employees working 20 hours per week, or more. Family coverage is available and any additional premium will be employee paid.
Classified employees must participate in the CalPERS Retirement program.
All employees are enrolled in an Employee Assistant Program (EAP).
The District also offers various optional benefits including life insurance, short term disability, and a medical and dependent care flexible spending option.
