What are the responsibilities and job description for the Project Executive - Underground Utilities Construction position at Hays?
We’re working with a well-established civil construction contractors with deep roots in the Houston market who are continuing to grow their infrastructure backlog. As part of that growth, there are two senior leadership opportunities at the Project Executive level, each with a distinct technical focus:
Project Executive – Underground Utilities
Project Executive – WWTP / Water & Wastewater
As Project Executive, you will have full responsibility for performance and delivery of underground utility projects, including water, sanitary sewer, storm drainage, and related civil scopes.
These are true executive roles with ownership over people, projects, and performance, not title‑only positions.
Why these opportunities stand out:
- Long‑term backlog with repeat municipal and public clients
- Houston‑based teams with strong local reputations
- Executive visibility and real influence over delivery strategy
- Leadership over experienced PMs and field teams
- Complex, meaningful infrastructure projects that shape communities
Role focus areas include:
- Underground Utilities: water, sanitary sewer, storm drainage, wet utilities, and related civil scopes
- WWTP: new treatment plants, expansions, upgrades, and rehabilitation projects
These roles are ideal for candidates with 10 years of civil construction experience who have successfully led complex infrastructure projects and are ready to operate at an executive level.
