Overview

The Project Manager for Design and Construction will work collaboratively with Operations, Engineering, EHS, and others to ensure proposed projects meet TCEQ, EHS, operating, efficiency, and other requirements. The Project Manager for Design and Construction is a service and solution provider who works with others in order to improve customer service, safety, efficiency, and the bottom line. The Project Manager for Design and Construction is esponsible for all aspects of planning and completing complex water and wastewater system improvements at systems owned and operated by SouthWest Water Company, as well as other operational and engineering projects.


Employee works in a climate-controlled office environment shared by other employees or a home-office environment and will regularly visit/work at project locations.

The Project Manager for Design and Construction is responsible for:

  • Preparing estimates, design layouts, specifications, and operating procedures for the installation of transmission mains, distribution mains, wastewater collection systems, services, hydrants, generators, electric motors, pumps, boosters, chlorinating equipment, storage facilities, lift stations, water and wastewater treatment facilities, and other mechanical and electrical equipment.
  • Preparing various reports and information requests as necessary. Assists with the update and improvement of the Company's Standard Specifications and Drawings.
  • Assuring that projects are completed on a timely basis in the most cost-effective and safe manner and making sure that operation instructions are prepared.
  • Visiting construction projects on a regular basis to review progress of construction and coordinates with inspectors and contractors. Physical inspection of construction in progress will be required to verify work completed prior to approving progress payments.
  • Assisting in planning a preventative maintenance program and a yearly maintenance schedule during low production periods in order to maintain top efficiency during peak periods.
  • Preparing planning level hydraulic analysis and water or wastewater flow calculations for new and future developments as required.
  • Assisting in the preparation of an effective master plan and/or timely plant improvement and replacement program.
  • Identifying needs for outside consultants, writing requests for proposals, and overseeing their work.
  • Ensuring all project planning materials and construction is in compliance with applicable regulations as promulgated by the Texas Commission on Environmental Quality.
  • Promoting safe working conditions and assuring safety standards are followed.
  • May have other job-related duties assigned by management.


What You'll Bring

Experience: A minimum of 5- 10 years in the water/wastewater industry or related field experience is required and construction experience is preferred, including reviewing shop drawings and managing change orders. Experience with land development projects, water and wastewater planning, and project cost estimating is desired. Must be able to work well with internal and external team members, including land developers, City Engineers and Public Works Directors concerning capital improvement planning/ projects. Experience performing water and wastewater industry routine engineering practices and supervise personnel, as assigned.


Education: B. S. Degree in Civil (or a related) Engineering is required. Registration as a Texas professional engineer is preferred.


Driver’s License: Hold a valid Texas driver’s license with acceptable driving record as determined by Company insurance carrier; Familiar with safety practices and rules applicable to job duties.


SKILLS & ABILITIES

General: Has ability to perform water and wastewater industry routine engineering practices and supervise personnel as assigned. Must be detail and goal oriented and able to independently plan and execute projects with minimal supervision. Often under deadline pressure, must be able to work effectively with several projects simultaneously. Must be able to prepare written reports, letters and master plans.


Computer Skills: Knowledge of Microsoft Office Software, Microsoft Project, CAD software and/or other industry current and related software, data base program and hydraulic analysis software is required.
