Summary
Under the general direction of the Executive Director and the supervision of the Community Health Services Manager, the Community Outreach Specialist plays a vital role in advancing the mission of the Hays County Health Department. This position develops educational and promotional materials, designs marketing plans, and produces visual communications to effectively engage the community. The specialist also promotes events hosted or supported by the department and contributes to the planning, development, and implementation of the department’s Community Outreach Program and media communications strategy. The Community Outreach Specialist is also responsible for promoting, coordinating, and evaluating group and community-based public health initiatives that enhance awareness, foster engagement, and expand equitable access to healthcare services for vulnerable populations across Hays County.
Responsibilities
Under the direction of the Community Health Services Manager, assist in the creation and execution of an overall plan for community outreach and engagement, including raising awareness about the organization and the development of engagement and partnership pathways for individuals and organizations that align with our mission and vision.
Regularly analyze the community to identify opportunities to grow the Community Outreach Program.
Represent Hays County in community initiatives and at events that support our goals and strategies.
Assist in the creation and distribution of program marketing materials, including flyers, fact sheets, program information, reports, and a programmatic newsletter, to target the intended audience.
Participate in outreach in the community, including, but not limited to, going door to door in neighborhoods, businesses, churches, etc.
Ensure that vulnerable community members have improved access to healthcare services and increased access to health screening opportunities.
Work with the Community Health Services Manager to ensure an increase in understanding among county citizens regarding available health and social service programs.
Support and encourage community health activities that enhance the visibility of the Hays County Health Department.
Assist in planning and attend community outreach events that focus on low-income, underinsured, and marginalized residents of Hays County.
Lead educational meetings and attend community events.
Participate in networking and collaborating with local organizations and community leaders.
Work to foster positive and collaborative relationships with community residents, local nonprofit organizations, businesses, and student organizations.
Work directly with the Community Health Services Manager in goal setting, developing, implementing, and evaluating programs.
Perform other duties as assigned.

Education and/or Experience
- Bachelor’s degree in Graphic Design, Marketing, Public Health, Public Relations, or other related fields is preferred
- A minimum of two (2) years of experience (preferred) in communications, marketing, public relations, or a related lot; or an equivalent combination of education, training, and experience.
- Any equivalent combination of experience and training may be substituted on a year for year basis
- Class C driver’s license.
- Bilingual (English to Spanish) preferred.
- Must complete any additional training within 30 days of notice.
