Harkcon currently holds a contract providing management, organizational, and administratie support to the Dept of Energy (DOE), National Nuclear Security Administration (NNSA), Office of Defense Nuclear Nonproliferation (DNN) program offices located between Forrestal and Portals III buildings in Washington, DC. Harkcon is preparing to win the recompete of this work and we anticipate this position to start on March 1, 2026.The Project Manager will oversee and coordinate all program support activities of the /- 14 full-time contractors supporting DNN. Responsibilities include managing day-to-day operations, supervising contractor staff, coordinating project timelines and deliverables, liaising with federal stakeholders, and ensuring compliance with the applicable DOE and federal regulations.This full-time position is fully onsite with limited telework flexibility. Do not consider this position a hybrid position.Minimum Qualifications: Bachelor’s degree5 years of experience in program/project management, business management, or contract managementDOE Q clearance (Top Secret acceptable)Demonstrated leadership and communication skillsPMP (Desired)Responsibilities: RESPONSIBILITIES FACING THE GOV’T CLIENT:Serve as the primary point of contact for all contractor personnel.Provide onsite supervision and operational oversight of contractor support team.Coordinate task assignments and ensure timely delivery of work products.Communicate regularly with Contracting Officer’s Representative (COR) and DNN program office designated leads to align support with program priorities.Track performance metrics and submit monthly status reports.Assist in conflict resolution and ensure compliance with contract terms.Support staffing efforts, including onboarding, training, escorting, and performance evaluation of contractor staff.Escort visitors, vendors, and non-cleared personnel within controlled or restricted areas, as required. Escort duties include ensuring compliance with all security protocols, maintaining situational awareness, and coordinating with government personnel to facilitate access in accordance with agency procedures and applicable security regulations.RESPONSIBILITIES WITHIN THE COMPANY:Serve as Harkcon’s on-site representative, ensuring contractor staff adhere to company policies, standards, and values.Provide leadership and supervision to Harkcon personnel, including mentoring, performance management, and support for professional development.Coordinate with Harkcon corporate leadership, human resources, contracts, security, and finance teams to support effective contract execution.Support staffing and workforce management efforts, including recruiting, onboarding, retention, and personnel issue resolution.Ensure compliance with Harkcon internal policies and procedures, including HR, security, ethics, and quality requirements.Provide internal reporting to Harkcon leadership on staffing, performance, risks, and operational issues.Identify and escalate risks or issues impacting contract performance or workforce stability and recommend mitigation strategies.Support contract management and business development activities, including recompete and transition planning, as required.Safeguard company property, resources, and proprietary information.Harkcon, Inc. is a dynamic, service-disabled veteran-owned small business committed to providing comprehensive organizational and workforce performance analysis, training development & delivery, and comprehensive performance support with a variety of customized, innovative solutions in the public and private sectors. Salary : $110,000 - $130,000
