The Facilities and Lands Administrator is responsible for the strategic oversight and daily operations of the Tribe’s Facilities and Lands Department. This role manages the development, acquisition, maintenance and replacement of all Tribal facilities, lands, and residences. The Administrator ensures the effective operation of all buildings, grounds, and utility systems, while supporting long-term planning for capital renewal and infrastructure improvements. This position plays a key role in leading change, adapting systems and processes, and aligning expansion efforts with Tribal values and priorities.
Working closely with the Executive Council and Tribal government departments, the Administrator plays a key role in the planning and execution of new construction and capital improvement projects. This includes developing and implementing policies and procedures that guide the management of the Tribe’s physical assets, department program services, and departmental personnel.
The Facilities and Lands Administrator also will lead the development, administration, and reporting of all facilities-related grants, programs, and services. As the primary Tribal liaison to federal, state, local, and Tribal housing authorities, this position ensures compliance and coordination across all entities supporting the Tribe’s facilities and lands.
In addition, the Administrator serves as the Housing Director and Government Landlord, overseeing Tribal residences and ensuring they are maintained in alignment with Tribal standards and community needs. This role includes managing department staff, providing clear direction, offering constructive feedback, and fostering a collaborative and motivated team environment to achieve departmental goals.
Essential Duties and Key Responsibilities
Facilities and Lands Administration
- Oversee the daily operations of the Facilities and Lands Department, including maintenance of Tribal buildings, grounds, utilities, and infrastructure.
- Conduct technical analyses to determine the cost and scope of maintaining Tribal facilities and lands.
- Develop and implement departmental plans, policies, and procedures aligned with Tribal goals and strategic priorities.
- Prepare and manage annual budgets, capital improvement plans, and long-range infrastructure strategies.
- Utilize project management software to track progress, manage timelines, and report on departmental initiatives.
- Coordinate and facilitate project planning meetings; provide regular status updates to the Executive Council and fellow Administrators.
- Represent the Tribe in collaboration with federal, state, local, and nonprofit agencies, vendors, and partners.
- Design and maintain an effective organizational structure and staffing plan; supervise assigned staff, including hiring, mentoring, evaluations, and disciplinary actions.
- Ensure compliance with environmental regulations, building codes, and Tribal policies in all facilities-related activities.
- Assist in the Fee to Trust process in conjunction with the Executive Council.
- Assist in the development and updating of the Tribal Hazard Mitigation Plan and participate in emergency response planning and training.
Housing Program Management
- Serve as Housing Director for all HPUL Tribally owned residences.
- Develop, implement, and monitor housing strategies, policies, and programs that align with Tribal goals and grant objectives.
- Manage housing projects and ensure compliance with federal and state grant requirements, including IHBG, HUD and NAHASDA.
- Prepare and monitor housing program budgets; ensure expenditures align with approved HPUL Tribal Housing Plans and any associated grants.
- Conduct annual housing needs assessments and maintain a prioritized housing list.
- Coordinate annual housing inspections, lease renewals, and income certifications.
- Research, write, and submit grant applications for housing and related initiatives.
- Maintain accurate housing files and documentation for all Tribal, federal, and state programs.
- Provide technical expertise on building codes, zoning regulations, and property boundaries.
- Determine appropriate solutions for rehabilitative housing projects versus full replacements.
- Assist Tribal Members through the housing application process, including counseling and eligibility assessments.
- Review and analyze proposals and contracts to ensure compliance with grant terms, procurement policies, and Davis-Bacon requirements.
- Promote public education and outreach on housing programs and services within the Tribal community.
- Network with housing organizations to advocate for Tribal housing needs and opportunities.
- Promote open communication, mutual respect, and collaborative problem-solving among staff, Tribal Members and external partners.
Reporting and Compliance
- Prepare and present detailed reports, charts, and visual materials for the Executive Council, General Membership, stakeholders and funding agencies.
- Gather and evaluate statistical data (e.g., housing needs, income levels, employment) to inform planning and eligibility criteria.
- Collaborate with the Tribe’s fiscal department on audits, financial reporting, and grant compliance.
- Ensure timely and accurate reporting for all grants, programs, and departmental activities.
Emergency Response and Safety
- Attend disaster and emergency response training offered by Tribal, federal, and state agencies.
- Serve as a Disaster Service Worker during emergencies as needed.
- Ensure facilities and housing remain safe, sanitary, and operational during planned and emergency maintenance events.
Skills & Abilities
- Project Management: Skilled in planning, executing, and overseeing complex housing and facilities projects from inception to completion. Proficient in project management tools such as Smartsheet, Asana, or similar platforms.
- Change Management: Skilled in guiding stakeholders through organizational, procedural, and infrastructure changes. Promotes transparency and fosters buy-in through clear communication, strategic planning, and inclusive decision-making.

- Regulatory Compliance: Knowledgeable in housing and environmental regulations including NEPA, CEQA, Davis-Bacon Act, and Tribal ordinances.
- Data Analysis & Research: Capable of conducting field inspections, compiling statistical data, and applying research methods to assess housing needs and program effectiveness.

Education and Experience
Required:
- Bachelor’s degree in a related field and 5 years of progressively responsible related experience; or minimum of a Highschool Diploma and 10 years of progressively responsible related experience.
- A combination of verifiable education, training, and experience, which provides evidence of the required knowledge, skills, and abilities to be effective in the role.

Compensation: The hiring range for this position is from $105,200 to $137,070 on an annual basis. The compensation offered within this range will be based on the candidate’s experience, education and demonstrated ability to meet the responsibilities of this position.
