Detailed DescriptionEssential Duties and Responsibilities:
Develops procurement plan, receives, reviews, and evaluates requests for bids and proposals from requesting user departments throughout the Authority; conducts sealed bid procurements; compiles a bidders list; reviews specifications and prepares bid packages; reviews and opens sealed bids; conducts competitive and non-competitive negotiated procurements; prepares and issues contracts; monitors vendors' compliance with contracts; prepares, negotiates, and processes contract modifications. This position will promote a safe and secure atmosphere, follow all safety and security rules, and perform other related duties as assigned.
Job RequirementsMinimum Requirements:
Applicants must have a Bachelor's Degree in Business Management, Business Administration, Accounting, Finance, Mathematics, Engineering or a related field. A minimum of three (3) years of experience in a decision making and/or research analysis position is required. Experience preparing, placing and monitoring government contracts is preferred. Must have good analytical skills, including a strong understanding of statistics and the ability to interpret procurement guidelines and requirements. Must have a clear understanding of basic contract procedures, practices and principles. Applicants must have (basic/intermediate) working knowledge of Microsoft Office Suite (e.g. Word, Excel, Power Point) and report generation. Experience in Oracle is a plus.
The following experience will be considered in lieu of a Bachelor Degree:
- High School Diploma and 8 years of additional related work experience.
- Associate Degree and 4 years of additional related work experience.

Environmental Conditions: This person will work predominantly in an office type environment.
Physical Demands: While performing the duties of this job, the employee is regularly required to sit for up to 8 or more hours a day. The employee is frequently required to see, hear and speak. The employee may be required to work at a desktop computer for more than 5 hours a day. The employee is occasionally required to travel and work irregular schedules.
Mental Demands: Reading, watching, studying, observing, focused listening, auditing, inspecting, proofreading, and evaluating. Ability to give and receive, and analyze information, formulate work plans, prepare written materials and articulate goals and action plans. Ability to communicate effectively in writing and verbally, able to develop and interpret policy, procedures, and data; maintain emotional control under stress.
Selection Process: This is a non-bargaining exempt-level position. Merit system rules do not apply. No Eligible list will be established. The selection process will include one or more components to demonstrate applicants knowledge, skills and abilities in job-related areas. These may include exercises such as practical demonstrations, written communications, oral interviews, and/or competency assessments.
