What are the responsibilities and job description for the Utility Operator, I position at Goochland County?
Performs operation and maintenance duties for the Department of Utilities. Under moderate supervision, operates all components of the public water and wastewater distribution and collections systems.
Essential Functions are as follows:
- Inspects and oversees the operations and maintenance of the water and sewer infrastructure.
- Monitors gauges, reads meters and control panels, and observes variations in operating conditions to determine processing requirements.
- Operates valves and gates, starting and stopping pump station equipment.
- Maintains required water levels in County water storage tanks.
- Reads meters and keeps records of readings at County pumping stations.
- Checks all items associated with pump stations and provides any maintenance attention required.
- Installs water meters.
- Manages the repair of failed or failing infrastructure.
- Arranges for delivery of materials, supplies, and equipment.
- Performs work in confined spaces.
- Applies knowledge of treatment practices and system operations to solve practical problems, locate sources of trouble, and diagnose trouble conditions.
- Inspects plant process equipment and collects samples, mixes chemicals for processing sets chemical feeds to provide proper chemical levels.
- Maintains and keeps accurate records and prepares reports.
- Performs other duties as assigned.
The candidate must possess a High School diploma (or equivalent), a valid Virginia Driver’s License, and a Commonwealth of Virginia Class 4 Waterworks license. A minimum of three (3) years of work experience operating and maintaining public water and/or sewer systems is required. Considerable knowledge of water or wastewater utility operation and maintenance is a must.

ENVIRONMENTAL HAZARDS: Working conditions may include exposure to travel to other locations exposure to hazardous physical conditions such as mechanical parts, electrical currents, vibrations, etc.; atmospheric conditions such as fumes, odors, dusts, gases, and poor ventilation; inadequate lighting; intense noise; and environmental hazards such as disruptive people, imminent danger, and a threatening environment.
PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT: Due to the nature of work assignments, incumbents must be able to perform detailed work on multiple, concurrent tasks, with frequent interruptions and under time constraint. While performing the essential duties of this job, the employee is regularly required to reach extending hands and arms in any direction, stand, push, pull, lift, finger (picking, pinching or otherwise working primarily with fingers), grasp applying pressure to an object with fingers or palms, talk, see, and hear. The employee is frequently required to climb, balance, stoop, crouch, crawl, walk, feel and use substantial repetitive motions of the wrists, hands and fingers. In terms of the physical strength to perform the essential duties, this classification is considered to be heavy work, exerting up to 100 pounds of force occasionally, up to 50 pounds of force frequently, and up to 20 pounds of force constantly to move objects.
