This is an executive level professional position. The incumbent serves as Department Head and performs complex administrative and technical work to implement and enforce the Virginia Uniform Statewide Building Code and the Goochland County Code. The Building Official reports to the Deputy County Administrator for Economic and Community Development and directly supervises the Deputy Building Official, Special Projects Plans Examiner/Inspector, Plan Reviewers, and has indirect supervisory responsibility for all employees in the Building Inspection department.  
  • Directs departmental activities including issuance of permits, inspections, code enforcement, modifications, and Certificates of Occupancy.
  • Supervises building, plumbing, electrical, mechanical, gas, and fire suppression plan review and inspection activities with responsibility for enforcing the laws, ordinances and codes relating to the construction of buildings within the County.
  • Interprets the Virginia Uniform Statewide Building Code, including the issuing of modifications to the Code when warranted.
  • Manages the administration and development of policies, procedures and budget.
  • Meets with architects, engineers, contractors and citizens on matters concerning the built environment and other related matters.
  • Receives and responds to inquiries and complaints regarding construction-related matters.
  • Prepares a variety of reports and correspondence on departmental activities.
  • Coordinates the functions of the department with other County departments and agencies and other units of government.
  • Represents the department in court proceedings.
  • Provides technical assistance as needed to County Administration, members of the Board of Supervisors and County staff.
  • Provides customer service to the citizens of Goochland County by providing technical assistance regarding construction and building code requirements.
  • Responds to inquiries from citizens, construction contractors, architects/engineers, and others regarding code requirements and interpretations and inspection procedures or status of specific projects.
  • Provides for emergency response for the assessments of damaged buildings and structures.
  • Performs inspections and plan review as needed.
  • Reviews inspection reports generated by Special Inspections, County Consultants, and County Inspectors.
  • Collaborates with contractors, builders, and others found to be violating building codes or procedures to resolve matters in a cost-effective manner which ensures public safety and substantial compliance with codes.
  • Receives complaints regarding defective work and initiates enforcement action.
  • Effectively communicates with senior leadership and keeps them informed of current issues on a timely basis.
  • Performs other assigned duties.
  • Knowledge of construction practices, methods, materials, and equipment.
  • Knowledge of engineering principles and practices. 
  • Skill in effective communication, both verbally and in writing.
  • Skill in the use of computers and software applications related to the essential functions of the job.
  • Ability to create and prepare budget presentations and other technical information as needed and present to the Board of Supervisors. 
  • Ability to perform inspections of buildings and structures in various stages of completion.
  • Ability to interpret and apply code enforcement regulations.  
  • Ability to effectively plan, prioritize, coordinate, and schedule departmental activities to most effectively use time and ensure that inspections don't unnecessarily impede construction progress.  
  • Ability to negotiate cost effective methods for complying with building codes.
  • Ability to read and interpret complex blueprints, drawings, and plans.
  • Ability to establish and maintain effective working relationships with other personnel and the public.
  • Ability to adapt to new inspection technology.
  • Ability to operate a motor vehicle. 
  • Bachelor’s degree in engineering or related field.
  • Requires a minimum of seven (7) years of experience as a registered design professional, building or trade inspector, or equivalent with four (4) years of experience in a supervisory role.
  • Considerable training and experience in skilled/construction trades. 
  • Extensive experience as a building inspector, construction manager, or building department manager. 
  • Completion of the Virginia Department of Housing and Community Development's Building Code Academy and the Advanced Official's Academy.
  • State Certification as a Certified Building Official or Master Code Professional within one (1) year of employment.
  • Valid State of Virginia Driver’s License with a driving record that meets HR Policy requirements.

Other Necessary Requirements
PHYSICAL DEMANDS:
Work is medium work, which requires exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Tasks may require the ability to walk or stand for prolonged periods of time. Additionally, the following physical abilities may be required: standing, walking, sitting, talking, hearing, climbing, kneeling, stooping, lifting, bending, reaching, handling, and grasping. 
 
WORK ENVIRONMENT:      
Work is performed indoors and outdoors and requires some exposure to environmental changes (e.g., outdoor weather and/or field conditions, warehouses, covered loading docks, garages, etc.) or irate customers, extreme noise, odors, heights and/or dust.

Salary : $97,081 - $130,000
