CONSTRUCTION INSPECTOR

SALARY DEPENDING ON QUALIFICATIONS

 

This is a full-time position and receives all benefits afforded to regular employees. 

 

Summary: The purpose of this classification is to monitor and inspect roadway, utility, or subdivision construction projects to ensure compliance with state/local laws and approved construction plans and specifications.

 

ESSENTIAL FUNCTIONS

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

 

  • Performs field inspections of road construction, utility construction, subdivision construction, or other construction projects conducted by private contractors or county construction crews to ensure project compliance with applicable codes, standards, and approved construction plans/specifications.
  • Interprets, explains, and ensures compliance with applicable state, county, and local codes, ordinances, regulations, standards, specifications, policies and procedures, as well as approved construction plans and specifications; initiates any actions necessary to correct deviations or violations.
  • Provides information and technical assistance concerning construction requirements, projects, and related issues; works with contractors and property owners to achieve resolution of problems and compliance with all requirements; meets with contractors and other parties to evaluate and modify designs as required to suit field conditions, and as needed throughout course of construction; recommends solutions to problems and responds to questions, concerns, or complaints; investigates right-of-way complaints and performs necessary survey work.
  • Coordinates projects and inspection activities with other departments, contractors, property owners, utility representatives, outside agencies, or other individuals; meets with utility representatives to discuss conflicts and relocations; coordinates road closures with appropriate police/emergency agencies; notifies neighborhoods of scheduled construction and utility interruptions; negotiates with citizens impacted by construction projects; discusses environmental issues or violations with state/federal environmental agencies.
  • Reviews/analyzes construction plans, engineering drawings, and project specifications to identify errors, conflicts, possible site problems, or non-compliance with codes/standards; reviews approved plans with contractors and makes changes as required; evaluates and makes recommendations regarding designs and utility conflicts.
  • Inspects various aspects of contracted construction on drainage systems, streets, parking areas, sidewalks, curbs, gutters, and paving; inspects installation of storm drain piping; inspects construction of drainage ditches and structures; inspects land clearing and grubbing activities; inspects grading operations; inspects installation of roadway base; inspects asphalt paving and striping; inspects formwork and preparation of various concrete structures; inspects placing and finishing concrete sidewalks, driveways, curbs, gutters, and drainage structures; inspects driveways installed on county right-of-way for compliance with culvert type, culvert size, proper curb/gutter installation, and grade/type guidelines; measures distances and quantities, and calculates areas; records quantities of materials by project; removes drainage inlet grates and manhole covers for inspection of pipes; tests fresh concrete and makes test cylinder molds.
  • Inspects commercial, residential, and industrial construction sites for compliance with soil erosion and sediment control ordinances; monitors erosion control activities; investigates buffer violations or poor erosion/sediment control on residential lots.
  • Maintains a comprehensive, current knowledge of applicable laws, regulations, and standards; maintains an awareness of new construction methods, materials, inspection practices, trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.

Qualifications


MINIMUM QUALIFICATIONS

High school diploma or GED; supplemented by college level course work or vocational training in civil engineering, civil/structural construction, or a closely related field; supplemented by one (1) year previous experience and/or training involving civil engineering, civil/structural construction, civil/structural construction inspection, and project management; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid driver’s license. Inspection of water and wastewater infrastructure systems may require possession and maintenance of valid Water Distribution, Wastewater Collection, and/or Backflow Prevention certifications.
