JOB SUMMARY: This position is responsible for performing field inspections of county construction projects.

MAJOR DUTIES

  • Performs field inspections on county construction projects, including infrastructure, drainage, asphalt paving, roads, driveways, rights-of-way, sidewalks, parking lots, earthwork, concrete placement, asphalt paving, utility installation, etc.; conducts daily on-site inspections to ensure quality control and design standards are met; interprets and enforces all GDOT and county construction standards and specifications.
  • Inspects the quality of all materials used on county construction projects to ensure compliance with standards and specifications; performs and observes testing procedures; verifies quality of work to ensure that all means and methods meet construction standards and practices.
  • Coordinates projects and inspection activities with other departments, engineering and project managers, engineers, contractors, property owners, utility representatives, and external agencies; meets with utility representatives to discuss conflicts and relocations; coordinates road closures with appropriate law enforcement and emergency agencies; notifies neighborhoods of scheduled construction.
  • Tracks and verifies all payments on construction projects measures and verifies all quantities and records into daily and monthly inspection log.
  • Maintains detailed field notes, inspection logs, and photographic records; completes inspection reports and documents all project activity; keeps daily and monthly detailed reports on inspections performed, observations made, and corrective actions needed.
  • Assists in processing and verifying pay applications, monitoring project schedules, and reviewing shop drawings and material submittals; monitors weather conditions and changes to prevent budgetary over runs; prepares punch list of remedial work; reviews construction drawings and engineering plans.
  • Operates and maintains a variety of equipment and tools associated with inspection activities, including level, transit, laser grade instruments, grading rod, asphalt thermometer, metal locator, engineering scale, etc.
  • Conducts final inspections for acceptance and approval of county projects and private developments.
  • Performs related duties.


KNOWLEDGE REQUIRED BY THE POSITION

  • Knowledge of construction materials, methods, and procedures.
  • Knowledge of local, state, and federal codes, standards, and environmental regulations.
  • Knowledge of construction inspection principles and practices.
  • Knowledge of computers and job-related software programs.
  • Skill in interpreting complex blueprints and specifications to ensure construction compliance.
  • Skill in the use of tools and equipment associates with the construction inspection process.
  • Skill in problem solving.
  • Skill in prioritizing and planning.
  • Skill in interpersonal relations.
  • Skill in oral and written communication.

SUPERVISORY CONTROLS
The Field Engineering Division Manager assigns work in terms of very general instructions. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the final results.

GUIDELINES
Guidelines include GDOT manuals, standards, and specifications; Manual on Uniform Traffic Control Devices guidelines; BGCJWSC standards and details; GSWCC standards and regulations; OSHA regulations; and county and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.

COMPLEXITY/SCOPE OF WORK

  • The work consists of varied construction project inspection duties. The unique nature of each construction project contributes to the complexity of the position.
  • The purpose of this position is to perform construction inspections. Successful performance helps to ensure that construction projects are in compliance with all specifications, standards, codes, and regulations.

CONTACTS

  • Contacts are typically with co-workers, other county staff, contractors, engineers, utility representatives, state inspection staff, representatives of state and federal agencies, and the general public.
  • Contacts are typically to exchange information, motivate persons, resolve problems, and provide services.

PHYSICAL DEMANDS/ WORK ENVIRONMENT

  • The work is typically performed while intermittently sitting, standing, stooping, bending, crouching, or walking. The employee frequently lifts light and heavy objects, climbs ladders, uses tools or equipment that require a high degree of dexterity, distinguishes between shades of color, and uses the sense of smell.
  • The work is typically performed in an office and outdoors, occasionally in cold or inclement weather. The employee may be exposed to dust, dirt, grease, and machinery with moving parts. Work requires the use of protective devices such as masks, goggles, gloves, etc.
Qualifications:
  • Knowledge and level of competency commonly associated with the completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.
  • Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.
  • Possession of or ability to readily obtain a valid driver’s license issued by the State of Georgia for the type of vehicle or equipment operated.
  • Possession of or ability to readily obtain the appropriate state certification for the type of inspection(s) conducted.
