Work Schedule: Day/ Hours Typically M-F; some evenings, weekends and holidays to meet the needs of the department and town

NATURE OF WORK

As a member of the Open Space and Trails Division, the Volunteer Services Coordinator is part of a dedicated and talented team that maintains a comprehensive system of programs, parks, trails, and open space. The successful candidate must have strong communication skills, be reliable, safety-conscious, and possess a strong work ethic. It is important to have a keen awareness of excellent customer service and public image. This position assists the Parks, Recreation and Culture Department by developing, leading and/ or facilitating volunteer events and programs in various Town of Windsor Parks, Recreation and Culture programs.

This position will coordinate the overall Town Volunteer program by guiding/assisting staff in developing and managing volunteer programs and assist with recruiting and onboarding volunteers to perform a variety of skilled and semi-skilled work in recreation programs, open space and park management, trail maintenance and repair, and public land operations, associated equipment and facilities: operates a variety of maintenance vehicles, equipment and tools to perform a variety of tasks.

SUPERVISION RECEIVED

Individuals work under the direct supervision/leadership of the Open Space and Trails Manager or designee to carry out assigned duties, functions, roles, and projects in both routine and complex circumstances. The Volunteer Coordinator reports directly to the Open Space and Trails Manager and are a part of the Parks, Recreation and Culture Department and may receive guidance regarding daily work from other Team Members and Supervisors.

SUPERVISION /LEADERSHIP EXERCISED

This position may supervise and work with full-time, part-time and seasonal staff and will work with volunteers and will be expected to effectively build relationships and lead a safe working environment by providing clear direction, tools and equipment while working side-by-side with work teams. Contacts are with superiors, peers, subordinates, elected officials, residents, volunteers, facility users and/or vendors. Contacts require the ability to exercise a high degree of interpersonal skills to influence persons at all levels. The individual is accountable for the results of the contact.

Essential Job Functions

The individual in the Volunteer Coordinator role is assigned specific assignments, job duties, scope, authority, responsibility, roles and requirements as determined by the town, Department, Division, and pursuant to laws, regulation and practices. Incumbents in this position must be able to successfully perform, be responsible for, and/or assist in the fulfillment of many job functions and duties, with or without reasonable accommodation.

Requires operation of hand tools, power tools, ability to operate light to midsize equipment and perform general parks, open space and trail maintenance. Position also requires ability to provide support for recreation events and activities.

Recruits individuals, community organizations and corporate groups to participate in volunteer opportunities that include open space and trails, parks maintenance projects and recreation and special events, programs and classes.

Organizes volunteer project logistics including development of volunteer position descriptions, schedules, and contact information for each project and program.

  • Facilitates on-site coordination of town volunteer projects and serve as the main point of contact for volunteer questions and issues.
  • Expands volunteer programs as needed by identifying new volunteer opportunities in Windsor.
  • Conducts and/or coordinates all aspects of volunteer and advisory group training, recognition and enrichment programs.
  • Establishes and maintains cooperative working relationships with residents, customers, local businesses and others contacted in the course of work.
  • Serves as a point of contact for individuals, community organizations and firms who wish to participate in volunteer projects and programs.
  • Trains and coaches staff on working with volunteers to ensure a standard of quality is delivered across the volunteer program.
  • Coordinates the volunteer application process for all volunteer projects and programs, which includes distribution and outreach to the community, processing and tracking of all applications, matching volunteers to suitable projects and programs, and follow-up tracking of each.
  • Performs background checks on volunteers over 18 on an annual basis through the town’s online background checking system.
  • Coordinates with Risk Management to provide audit information for annual renewal application for Volunteer Medical Accident Plan.
  • Creates speeches and presentations related to Volunteer Program policies, procedures and opportunities.
  • Communicates with staff to coordinate and plan appropriate volunteer opportunities.
  • Conducts on-site volunteer training and supervises volunteers participating in projects.
  • Assists with the management of volunteer databases and creates accurate volunteer reports.
  • Promotes and markets the Volunteer Program through community outreach, monthly e-newsletter, online websites, college fairs, and publication materials.
  • Assists with the coordination of formal and informal volunteer recognition.
  • Assists with the implementation of Adopt-A-Park, Adopt-A-Trail, Adopt-A-Playground programs and other proposed programs.
  • Contributes to special assignments as required.
  • May operate and maintain parks, sports fields, open space and trail maintenance equipment including but not limited to town vehicles. Understand and adhere to safe work practices and procedures.
  • Serve as essential personnel for town and may assist in town emergency management operations.
  • Performs other duties as assigned.

OTHER DUTIES

Depending on organizational need, additional duties may include the following:

  • The Volunteer Coordinator position participates in the Shared Fleet Vehicle Program, which requires an annual motor vehicle record check.
  • Assists with applications for grants to assist with program operations.
  • Performs research as directed, such as discovering new technology or tools, market research, etc.
  • Performs related duties as established by law/ordinance or reasonably directed by the town.
  • Assists other town departments, as necessary.

Education, Knowledge, Skills, Abilities

EDUCATION, EXPERIENCE AND FORMAL TRAINING

  • Bachelor’s degree in Business, Recreation, Public Administration or equivalent experience. Applicants may substitute additional relevant experience for the required education.[WW1]
  • At least one year of relevant experience is required; two years or more relevant experience is preferred.
  • Applicants may substitute additional relevant education for the required experience.
  • One (1) year of experience coordinating a work crew or volunteer group, desired.
  • Experience with community organizations, municipal or state art related programs.
  • Experience working with government or private non-profit boards or commissions.
  • Experience in managing groups of people.
  • Equivalent combination of education and experience

LICENSES OR CERTIFICATES

  • Must have a current Colorado Driver’s License or the ability to obtain one upon hire, that meets the Town of Windsor’s standards
  • Begin pursuit of Certified Volunteer Administrator (CVA) within one (1) year of hire.
  • CPR/1st Aid certification within three (3) months of employment

  • Knowledge of the structure, policies, procedures and operation of the Town of Windsor.

  • Materials: Position requires use of or exposure to a variety of materials including cleaning products, paint, gasoline, chlorine, and fresh water.

The physical requirements of this position are considered Medium Work, exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

The employee is required to have close visual acuity to perform the following activities: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; operation of machines and motor vehicles. The employee is also required to have visual acuity to determine the accuracy, neatness, and thoroughness of the work assigned or to make general observations of facilities or structures.

The employee is subject to both inside and outside environmental conditions; extreme heat: temperatures above 100 degrees for periods of more than one hour; subject to noise.

The employees are subject to hazards, which includes a variety of physical conditions such as proximity to moving mechanical parts, moving vehicles, electrical current, working on scaffolding and high places, exposure to high heat or exposure to chemicals.
