Job Description
Pay Grade: M

Directs subordinate supervisors and staff. Will manage large numbers of agency staff or have large scope of responsibility within agency.
Primary Duties
- Manages the development and administration of policies and programs for Revenue Maximization.
- Works in accordance with all established Rev Max policy and protocols,
- Federal laws and Code of Federal Regulations.
- Directs subordinate managers, supervisors and staff in maintaining Foster Care and Adoption Assistance Case Records in accordance with federal and Rev Max Record Management protocols, procedures and requirements.
- Completes and compiles all required work productivity tracking forms/reports in accordance to and within established Rev Max protocols/procedures. Directs multiple regional Rev Max team; collaborates and provides technical assistance to social services staff and county OFI staff as requested or needed to ensure accuracy and timeliness of Title IV-E funding determinations/re-determinations.
- Makes recommendations for unit/program improvements and or problem resolutions.
- Maintains a working knowledge of all Title IV-E and Medicaid Federal and State laws, policies, standards, procedures, protocols.
- Provide training for internal and external partners on Title IV-E eligibility upon request.
- Maintains close and routine interactions with various agency and/or community partners; as such, excellent communication skills (demeanor, verbal, written) and a professional image are requisites.
- Performs other duties as assigned.
- Analyzes and assesses the effectiveness of existing programs to ensure that the identified outcome measures are achieved.
- Assures agency compliance with policies, appropriate documentation and reporting requirements.
- Builds and encourages a cooperative team-oriented environment within unit(s) and with other agencies and providers.
- Creates and maintains positive working relationships within the community.
- Develops and administers budgets.
- Facilitates communication within the unit(s)/agency on a specific case level as well as on a procedure/policy level.
- Interviews, hires, directs, trains, evaluates the performance of, and when necessary disciplines and discharges Rev Max employees.
- Manages human resources and directs administrative activities for groups of Rev Max employees.
- Plans, administers and maintains the operation of Rev Max units.
- Reviews new and current Rev Max procedures to determine their efficiency, effectiveness, and compliance with state, local and federal regulations.
- Bachelor's degree in a related area from an accredited college or university AND three (3) years of job-related subordinate management experience in a human service delivery program.
- Related certification AND two (2) years of job-related subordinate management experience in a human service delivery program.
- Two (2) years of experience at the lower level Mgr 1, Social Svcs (SSM010) or equivalent position.
- Experience in managing supervisors.
- 2 years of experience in making IV-E funding determinations.
- Knowledge of the IV-E program.
