The Georgia Department of Community Health (DCH) is one of Georgia's four health agencies serving the state's growing population of over 10 million people. DCH serves as the lead agency for Medicaid, oversees the State Health Benefit Plan (SHBP) and Healthcare Facility Regulation, impacting one in four Georgians.

The Department of Community Health is seeking qualified applicants for an Attorney 4 to provide legal support to the Department through the Division of Legal Services. In doing so, he/she is responsible for working assigned cases, preparing them for hearings, submitting and responding to relevant motions, interviewing and preparing witnesses. Moreover, this position requires analysis of issues facing the department and recommendations to ameliorate the same. When the situation arises, the Attorney must negotiate, and draft settlement agreements involving sums as small as ONE THOUSAND DOLLARS ($1,000.00) to over TWO MILLION DOLLARS ($2,000,000.00). This is a hybrid position that requires in-office and remote work with the approval of the supervisor. The days and frequency in the office can change at any time during employment based on the business needs of the organization.
Additionaljobresponsibilitiesinclude,butarenotlimitedtothefollowing:
- Drafting andpreparinglegaldocumentsandcorrespondence. ThisincludesMotionsfor SummaryDetermination,MotionsforContinuance, MotionstoSubstituteCounsel,etc.
- Reviewingandassemblingappealfilestodeterminethe optimal courseof action in support oftheDepartment's bestinterestetc.
- ConductinglegalresearchutilizingLexis and/orotherreferencematerials.
- Assisting outsidecounsel,whethertheStateAG'sofficeorSAAGs,withcasesthatarebefore boththe Superiorand/orfederalcourt.
- OralandwrittencommunicationwithMedicaidmembers,Medicaidproviders, opposing counsel,the AttorneyGeneral'sOffice,courtofficials,etc.
- Interviewingwitnessesinpreparationforadministrativehearings.
- AttendingDepartmentalmeetings.
- Preparingrelatedreports.
- Presenting mattersonbehalfof theDepartment beforeOSAHaswellasthe departments designatedhearing officer.
- Assisting variousProgramSpecialistswithlegalissuesassociatedwiththeirprograms.
- Provide “in house” traininginconjunctionwithProgramSpecialists.
- ServesasliaisonbetweenDCHand other interested stakeholders.
- Stay abreast of current issues across the Medicaid spectrum.
- Attend seminars and training, provide a synopsis of the same.
- Counsel the public with regard to the programs and services available under the DCH umbrella.
- Travel required throughout the state of Georgia.
- Seek ways to improve internal procedures and practices of Legal Services.
- Other duties as assigned.
PREFERRED QUALIFICATIONS:
- Four years of related legal experience in a government agency, corporation, or in private legal practice.
- Working knowledge of federal grant and funding requirements.
- Demonstrated knowledge of Governmental budget and procurement processes.
- Demonstrated experience in drafting, negotiating, and enforcing contracts
- Experience with policy interpretation, drafting, and implementation.
- Demonstrated experience in handling high-volume of compliance matters.
- Excellent written and oral communication and organizational skills.
- Excellent organizational skills and strong attention to details.
- Strong management and interpersonal skills and a commitment to fostering a cohesive team environment.
- Strong public speaking and writing skills.
- Ability to manage, prioritize assignments, and work within a very fast-paced, quickly evolving organization and to steer and track multiple, complex priorities.
