The Department of Community Health is seeking qualified candidates for the Autism Spectrum Disorder (ASD) Program and Policy Manager position within the Medical Assistance Plans (Medicaid) Division. In partnership with the Behavioral Health and Member Services Director, the Behavioral Health Manager, external clinical consulting entities, and other key stakeholders, this position leads the forward-looking development and oversight of programs and policies governing the delivery of ASD services, including those that support individuals with ASD. The role provides leadership and coordination of ASD policy across both fee-for-service and Medicaid managed care delivery systems.
The Medicaid Division, which accounts for approximately four billion dollars annually of the State's budget, is dedicated to advancing the health, wellness, and independence of those they serve by providing access to quality care and resources statewide to approximately two million Georgians. The position is based in Downtown Atlanta, GA (Fulton County). This is a hybrid position that requires in-office and remote work with the approval of the supervisor. The days and frequency in the office can change at any time during employment based on the business needs of the organization.
Report to the Behavioral Health and Member Services Director activities, initiatives, and escalating risks, issues, or concerns.
Serve as DCH’s subject matter expert on ASD, associated treatments, treatment provider field, and state and national ASD best practices at the macro, mezzo, and micro level of care delivery.
Collaborates extensively with the Behavioral Health Manager and other Behavioral Health Staff on program, policy, and member needs initiatives and activities at the intersection of ASD and Behavioral Health.
In partnership with the Behavioral Health and Member Services Director and the Behavioral Health Manager, oversees the development and implementation of ASD policies and procedures.
Serves as policy owner and knowledge expert for all aspects of Policies and Procedures for Autism Spectrum Disorder.
Responsible for audit exceptions review and directs corrective actions.
Cultivates ASD provider relationships and oversees, in partnership with others, the quality of ASD service provision for CMO and FFS members.
Coordinates with the Department of Behavioral Health and Developmental Disabilities ASD staff.
Interfaces with external clinical consulting entities on specific and general ASD service delivery strategies for members and population.
In partnership with the Behavioral Health and Member Services Director and the Behavioral Health Manager provides ASD service delivery program and policy oversight to the CMOs and FSS population.
In partnership with other staff, particularly ASD Specialist, is the point of communication and customer service for member families in need of ASD services, information, and resources. Manages case load as necessary.
Supervise, plan, and review work of assigned staff and provide feedback.
Interview, hire, direct, train, evaluate the performance of, and when necessary, discipline and discharge employees.
Manages case load as needed.
Preferred Qualifications:
- Board Certified Behavior Analyst (BCBA)
- Experience serving as a business owner and monitoring compliance in contracts or interagency agreements with third-party vendors or sister agencies.
- Experience in managing utilization of programs or services in a managed care, Medicaid, or private insurance setting.
- Experience in resources and services management for Autism and Intellectual and Developmental Disabilities i.e. DBHDD, Bobby Dodd Institute, NOW/COMP, Marcus Autism Center, MATCH, Crisis Stabilization, etc.
Key Skills and Qualifications:
- Strong background in ASD, ASD service provision policy and programs
- MPH, MSW and/or LMSW, training in, and experience with, ABA service delivery a plus
- Overall understanding of the provision of Applied Behavioral Analysis and its provider field
- Familiarity with Georgia ASD stakeholders and advocates, specifically those who represent ABA providers and/or families
- Experience in Medicaid coverage for ASD and behavioral health services
- Knowledge and understanding of DCH's managed care and fee-for-service offerings
- Ability to establish and maintain effective working relationships with CMO’s, agencies, brokers, vendors and DCH Leadership
- Knowledge and understanding of federal, state, and CMS policies and regulations
- Experience supporting implementation of a strategic plan against success metrics and the impact on the related business processes
- Demonstrated experience managing staff to implement new initiatives, execute projects on time, and on budget
