DUTIES AND RESPONSIBILITIES:
- Lead and supervise a team of project managers, coordinators, and/or support staff; provide mentorship, guidance, and performance feedback to support professional development and accountability.
- Develop and maintain program plans, estimates, schedules, and engineering Statements of Work (SOW); provide direction and guidance to technical and design staff in accordance with established controls and practices.
- Monitor multiple project schedules, timelines, milestones, and budgets from initiation through completion; proactively identify risks and implement mitigation plans.
- Create progress reports, proposals, and maintain service agreements across multidisciplinary teams; present key updates, risks, and mitigation strategies to executive management on a regular basis.
- Oversee development of proposals, cost estimates, and resource forecasts in coordination with Program Office and Financial Controls.
- Ensure implementation of system and project requirements throughout the development lifecycle, including integration, verification, validation, and flight test phases.
- Lead coordination of engineering resources, workload distribution, and staffing priorities to meet project and departmental objectives.
- May represent the department in internal and external customer meetings, design reviews, audits, and management councils.
- Develop, implement, and continuously improve processes, templates, and tools for tracking project performance, earned value, and resource utilization.
- Foster a culture of collaboration, accountability, and continuous improvement within the project and engineering teams.
- Support department leadership in strategic planning, resource forecasting, and long-range scheduling.
- Ensure compliance with company policies, safety standards, and regulatory obligations wherever and whenever business is conducted on behalf of the Company.
- Expected to work in a safe and professional manner in accordance with established operating procedures and practices.

Job Qualifications:
- Typically requires a Bachelors in Business Administration or related discipline and eleven or more years of progressively complex experience in the project administration field with at least five of those years in project management. May substitute equivalent experience in lieu of education.
- Strong understanding of project management processes, including planning, scheduling, earned value management, and risk mitigation.
- Proven experience leading and developing staff, setting priorities, and managing multiple concurrent projects with competing deadlines.
- Ability to develop and implement departmental procedures and tools to improve operational performance.
- Experience with Microsoft SharePoint Administration, InfoPath forms, and project tracking systems required.
- Excellent communication, presentation, and interpersonal skills with demonstrated ability to interface effectively with executives, engineers, and program managers.
- Ability to understand and apply new concepts quickly, organize work assignments efficiently, and manage complex technical and administrative workloads.
- Must be able to work independently and collaboratively in a fast-paced environment, including extended hours when required.
- Understanding of engineering concepts, principles, and theory with relevant technical experience highly desirable.
- PMP certification or equivalent project management training preferred.
- Ability to obtain and maintain a DoD security clearance is required.
