Advisor SME
Location: Ft Washington, MD (Hybrid-Telework-Onsite)
Clearance: TS/SCI
Education: MA/MS (or a BA/BS plus an additional 6 years of work experience, 4 of which must be work-related experience)
Outcomes:
The successful candidate is expected to accomplish the following outcomes in the first year on the position:
Document the strategy, vision, and objectives. Become one with the Director’s vision within 90 days to then consult on progress going forward.- Establish progress framework and measures.
- Develop a comprehensive stakeholders engagement matrix.
- Provide one or two novel contributions above and beyond expectation that contributes to the mission in the form of effectiveness, efficiency or sustainability over the life of the organization.
- Formally track all tasks, to include: assigned by, suspense, status, and comments on all assigned tasks through completion and be prepared to brief upon request.
- Develop digital continuity folders and files that include standard operating procedures, workflows and POC lists to accomplish all tasks.
- Create 2-3 products beyond the client’s requirements that positively impact the client to either increase efficiency, effectiveness, or innovation.
- Master position tasks within 60 days and exceed requirements within 90 days.
Responsibilities:
The Advisor/SME (NCR) will provide the Secretary of the Air Force /Office of Competition (SAF/OC) Subject Matter Expert (SME) expertise in support of SAF/OC’s mission functions, specifically related to policy, oversight, and guidance of competitive activities across the Department of the Air Force (DAF). The SAF/OC program provides policy, oversight, and guidance of competitive activities across the DAF, which include activities related to DAF Operations, Activities, and Investments (OAIs) that by design shift the focus of strategic competition into areas that favor DAF interests and functions. The Advisor SME will establish and lead DAF competitive activities governance councils, boards, and groups; establish DAF processes by providing integrated assessments, campaign and missions-specific plans, and competitive effects, allowing for more informed decision-making. Per PWS section 1.3.1.2, Strategic Planning and Organizational Process Improvement Analysis and PWS section 1.3.1.4, Strategy and Engagement Analysis, Planning, and Support, specific responsibilities include but are not limited to:
Provide SME expertise in organizational assessments.- Gather and analyze organizational data for continuous feedback for business process improvement initiatives to SAF/OC;
- Provide SME expertise in DAF and Office of the Secretary of Defense (OSD) processes, organization development, deliberate planning, programming, and strategy formulation.
- Provide support for development of engagement plans to effect resourcing support from SAF/OC stakeholders and customers
- Facilitate mission validation and analysis, reporting, and stakeholder engagement.
- Consult and enable Senior Leader decisions and strategy development.
- Collaborate with other analysts and consultant SMEs and directly support the Director’s vision, goals and objectives to affect organizational transformation.
- Identify and consult on anticipated risks and provide novel recommendations to ensure a fully integrated and sustainable organization.
- Additional areas of responsibility include but are not limited to: cross-functional Management, Data, Reporting, Metrics, and Key Performance Indicators (KPIs), Program, People and Communications and Change Management.
- Advise and represent the Government in business process development.
- Help in development of acquisition strategy.
Qualifications:
The candidate must have the following qualifications:
15 years of consulting within DoD, Federal Agencies, and the military.- 10 years of experience in organizational/operational program management.
- 5 years of experience in change management or consulting in support of major change.
- Extensive knowledge of SAF/OC and OSD.
- Experience within multiple program offices.
- Strong administrative skills.
- Strong interpersonal skills.
The following qualifications are desired:
IT or science related program management background a plus.- Experience in Industrial Base and supply chain related problem spaces and standing up Centers of Excellence or Technology exchange.
Travel: Approximately 15%.
