The Secretary of the Air Force, Office of Competition (SAF/OC) Concepts, Development and Management Office (SAF/CDM) Cyber Capabilities Support Office (CCSO) is a research and development (R&D) driven technology and development and operational support activity under the cognizance of the United States Air Force (USAF). CCSO develops solutions to hard problems in order to facilitate national success in the Offensive Cyber Operations (OCO) domain. By utilizing a unique blend of technology, intelligence, and operations subject matter experts (SMEs) in a quick reaction capability (QRC) environment, CCSO develops focused capabilities to enable the achievement of Combatant Command (COCOM) mission objectives across all phases of combat.
The Acquisition Program Manager SME supports CCSO Across Its Cyber Capabilities’ Portfolio With a Full Range Of Project Management Tasks, In Coordination With Government Program Managers, To Include Procurement, Financial Management And Planning, Systems Engineering, Production, Security, Contracting, And Logistics For Existing And Future Programs. - Formally track all tasks, to include: assigned by, suspense, status, and comments on all assigned tasks through completion and be prepared to brief upon request.
- Develop digital continuity folders and files that include standard operating procedures, workflows and POC lists to accomplish all tasks.

The Acquisition Program Manager SME Shall Support And Advise On Development And Maintenance Of All Project Documentation, And Coordination Of Documentation Between Functional Organizations Inside And Outside SAF/OC, To Include Various Executive Administrative Support Tasks In Direct Support Of The Cyber Community. Per PWS Section 1.3.1.1, Project Management/Acquisition Support, 1.3.2, Acquisition Project Support, And 1.3.10.5 Executive Secretariat Support, Specific Responsibilities Include But Are Not Limited To:
- Provide expertise with DoD systems and non-systems full life cycle program management support, to include but not limited to: acquisition strategy development, requirement documentation development, project management documentation and reports, stakeholder management, monitoring of cost, performance and schedule, and DoD risk management techniques.
- Draft documentation (e.g., acquisition plans, requirements approval documents, justification and approvals, statement of objectives/statement of work/performance work statements, quality contract data requirements list, assurance plans, etc.); presentation materials (e.g., early strategy and issues sessions, acquisition strategy panel briefings, etc.); and prepare and coordinate, within SAF/OC, staff summary packages to support acquisition milestone coordination and decisions (RR #18).
- Support risk management and process improvement by developing risk mitigation strategies and documentation (RR# 19).
- Participate in internal and external SAF/OC meetings. The contractor shall develop and coordinate responses to internal and external program inquiries.
- Develop Program Element Monitor (PEM) briefings, staffer briefs, and recommend to the Government language for annual Congressional Justifications Books.
- Work with other functional areas including financial management on PEM related activities (e.g., tracking, monitoring, and reporting of program element execution, contract actions, unfunded requirements, and necessary program metrics).
- Support development of program execution briefings and contract review briefings.
- Develop and maintain all project documentation.
- Conduct ongoing risk management, issue resolution, and process improvements on projects assigned.
- Evaluate and communicate project progress in writing, in briefings, and in discussions with Government Program Managers, other CDM personnel, and leadership (RR# 26).
- Anticipate and comprehend technical issues related to cyber capability efforts and work with appropriate team members to resolve.
- Document detailed notes from all meetings and action items. Post to appropriate knowledge management and issue tracking tools internal to CDM (RR#27).
- Initiate, monitor, and coordinate the completion of administrative tasks through SAF/OC/CDM’s task management tools.
- Employ expertise and subject knowledge regarding correspondence management, including familiarity with applicable DoD directives and guidance, Intelligence Community correspondence policies and procedures, and utilization of automated systems for correspondence currently in use.
- Submit staff actions into the system after having analyzed for type of action required; identification of proper office(s) for action, coordination or assistance; and identification of other offices having a collateral interest.
- Work with appropriate offices to identify and troubleshoot correspondence system software issues and will implement a manual process if on occasion the automated system is nonfunctional.
- Track actions in progress, contact POCs within the SAF/OC/CDM organization for upcoming actions due, develop reports on status and track status of Read-Ahead packages due to leadership.
- On a regular basis, follow-up on overdue actions via in-person contact, email and via the correspondence management system to ascertain the reason for any delays and expected completion.
The candidate must have the following qualifications:
- Minimum of fifteen (15) years of work-related experience.
- Of those 15 years, a minimum of ten (10) years conducting DoD acquisition program management.
- Expertise analyzing and developing DoD systems and non-systems program management requirements and acquisition strategies.
- Expertise developing and coordinating DoDI 5000.02 acquisition and sustainment or Services Category (S-CAT) level I through V milestone planning and reporting documentation.
- Ability to work on high-visibility and mission critical taskings independently.
- A recognized expert in their area of expertise.
- Exceptional verbal and written communications skills.
- PMP or DAWIA equivalent.
